FOR 4 -WHEEL DRIVE 2.5 CUBIC YARD FRONT END LOADER FOR SANITATION DIVISION ($142,510.25) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for one (1) 4- wheel drive 2.5 C.Y. front end loader for Sanitation Division; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: BROOKS TRACTOR INC. 1031 Lawrence Drive PO Box 5037 DePere, WI 54115 Net bid with Trade — John Deere 444K $142,510.25 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Box 1130 Oshkosh, 54903-1130 City of Oshkosh 0 OfHKQIH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Director DATE: March 12, 2010 RE: Sanitation Division 2.5 Cubic Yard End Loader BACKGROUND The Sanitation Division needs to replace their 1995 John Deere end loader that has logged over 10,000 hours being used year -round for brush grinding, leaf pickup and snow removal. This unit has experienced much wear and tear over the years and now requires an estimated $23,000 in repairs to rebuild its transmission and center pivots. Unfortunately this unit has come to the end of its useful lifecycle for city needs. A new end loader will include a front snow plow /mid mounted wing, grapple bucket and warranty coverage. The Council approved and allocated $180,000 for a replacement end loader in the 2010 Sanitation Division's Recycling Operating Budget. ANALYSIS Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals seeking vendors for this end loader. Bid requests were sent to vendors who have received invitations to bids in previous years. In addition the bids were advertised in the local paper and posted online on NovusVendor. Bids were received on February 25, 2010. The bid tab is attached. Working with the Street Division, Purchasing reviewed the bids and concluded the low bid from Brooks Tractor Inc. met the bid specifications. FISCAL IMPACT After trade -in this end loader will have a fiscal impact of $142,510.25. This item was budgeted in the 2010 Sanitation Division's Recycling Operating Budget at $180,000. Funding for this item would be charged to the Sanitation Division's Recycling account: 211- 0480 - 7204 - 00000. RECOMMENDATION Purchasing recommends the Common Council award this bid to Brooks Tractor Inc. for $142,510.25.
