PURPOSE: AWARD BID TO BROOKS TRACTOR INC. FOR 4 -WHEEL
DRIVE 2.75 CUBIC YARD FRONT END LOADER FOR STREET
DIVISION ($155,087.75)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for one (1) 4-
wheel drive 2.75 C.Y. front end loader for Street Division; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Street Division 2.75 Cubic Yard End Loader
BACKGROUND
The Street Division needs to replace their 1997 Dresser end loader that has logged over 8,000
hours being used year -round for snow plowing, leaf pickup and other material hauling. Heavy
usage has forced major repairs to this end loader (in 2009 the unit required $15,750 in engine &
radiator repairs) and now the unit is in need of an estimated $18,000 for a transmission overhaul.
A new end loader will include a front snow plow /mid mounted wing, grapple bucket, snow
bucket and warranty coverage. The Council approved and allocated $200,000 for a replacement
end loader in the 2010 CIP.
ANALYSIS
Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals
seeking vendors for this end loader. Bid requests were sent to vendors who have received
invitations to bids in previous years. In addition the bids were advertised in the local paper and
posted online on NovusVendor. Bids were received on February 25, 2010. The bid tab is
attached. Working with the Street Division, Purchasing reviewed the bids and concluded the low
bid from Brooks Tractor Inc. met the bid specifications.
FISCAL IMPACT
After trade -in this end loader will have a fiscal impact of $155,087.75. This item was budgeted in
the 2010 CIP major equipment replacement at $200,000. Funding for this item would be charged
to the Street Division CIP account: 323 - 0430 - 7204 - 06006.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Brooks Tractor Inc. for
$155,087.75.
