PRESENT: James Kaprelian, Bob Poeschl, Dennis Rumlow, Don Seybold and Timothy Schuster ABSENT: Stan Kline and Gene Kubasta STAFF: Christopher Strong, Transportation Director Jennifer Weigand, Recording Secretary CALL TO ORDER Chairman Kaprelian called the meeting to order at 4:00 p.m. APPROVAL OF MINUTES Mr. Poeschl moved to accept the February 9, 2010 minutes. Mr. Rumlow seconded the motion. Motion carried (5-0). NEW BUSINESS 1. A REQUEST FOR NO PARKING ON BOTH SIDES OF HARRISON STREET FROM 200 FEET SOUTH OF PACKER AVENUE TO THE CN RAILROAD TRACKS. Mr. Kaprelian moved to accept the request. Mr. Rumlow seconded the motion. Motion carried (5-0). 2. A REQUEST FOR NO PARKING ON THE EAST SIDE OF OSCEOLA STREET FROM PEARL AVENUE TO ITS SOUTHWESTERN TERMINUS. (CURRENT CONDITION: UNRESTRICTED PARKING.) Mr. Kaprelian moved to accept the request. Mr. Rumlow seconded the motion. Motion carried (5-0). 3. A REQUEST FOR A BUS LOADING ZONE ON THE EAST SIDE OF MINNESOTA THTH STREET FROM 11 AVENUE TO 168 FEET NORTH OF 11 AVENUE BETWEEN THE HOURS OF 7:30 A.M. AND 4:30 P.M. ON SCHOOL DAYS. (CURRENT CONDITION: UNRESTRICTED PARKING.) Mr. Poeschl moved to accept the request. Mr. Rumlow seconded the motion. Motion carried (5-0). 4. A REQUEST FOR NO PARKING, STOPPING, STANDING OR WAITING ON THE NORTH TH SIDE OF 11 AVENUE FROM MINNESOTA STREET TO 140 FEET EAST OF MINNESOTA STREET BETWEEN THE HOURS OF 7:30 A.M. AND 4:30 P.M. ON SCHOOL DAYS. (CURRENT CONDITION: BUS LOADING ZONE.) 2 TRA MINUTES Page March 9, 2010 Mr. Poeschl inquired to the reasoning behind this request. Principal Jean Stebbins replied that this was the school’s main entrance and it would keep the area open and visible to observe students entering and leaving the school. She pointed out that there is no adult crossing guard at this location, only student crossing guards; so this will also drivers to see the student crossing guards more clearly. Mr. Poeschl moved to accept the request. Mr. Rumlow seconded the motion. Motion carried (5-0). TH 5. A REQUEST FOR A LOADING ZONE ON THE NORTH SIDE OF 11 AVENUE FROM 140 FEET EAST OF MINNESOTA STREET TO 270 FEET EAST OF MINNESOTA STREET BETWEEN THE HOURS OF 7:30 A.M. AND 4:30 P.M. ON SCHOOL DAYS. (CURRENT CONDITION: NO PARKING, STOPPING, STANDING OR WAITING.) Mr. Poeschl moved to accept the request. Mr. Rumlow seconded the motion. Motion carried (5-0). TH 6. A REQUEST FOR NO PARKING ON THE SOUTH SIDE OF 10 AVENUE FROM MINNESOTA STREET TO 30 FEET EAST OF MINNESOTA STREET. (CURRENT CONDITION: UNRESTRICTED PARKING.) Mr. Strong noted this change would open up the sight distance at this intersection for traffic traveling north on Minnesota Street. Mr. Kaprelian moved to accept the request. Mr. Rumlow seconded the motion. Motion carried (5-0). DISCUSSION ITEM: 7. A DISCUSSION OF DESIGNATING ON-STREET PARKING FOR ACCESSIBLE VEHICLES. Mr. Strong noted that according to the list he complied on previous requests, it show that the Board has considered an average of about one request for on-street handicapped parking per year, with only two requests coming from residents. He doesn’t believe the Board needs a formal policy for approving these requests compared to how the Board treats other on- street parking requests. Mr. Strong said there has been movement through the Access Board to strengthen and modify the ADA guidelines including on-street parking. It could be some time before the draft guidelines are adopted. Mr. Strong suggested some guidelines that might be used to evaluate future requests. Mr. Kaprelian was surprised over the low number of requests over the past 22 years. It appears that these requests are being handled in a decent and equitable way. Mr. Schuster was concerned with the proposed Federal guidelines. He questioned if a request is made, would the street need to be brought up to the Federal guidelines immediately, or do we need to have a procedure in place? Mr. Strong explained that if 3 TRA MINUTES Page March 9, 2010 design work was being done at that location, the design would have to conform to current guidelines. Mr. Strong believes that we would not have to immediately retrofit an existing street to comply with the guidelines, but that we would need to have a plan for bringing that area into compliance over time. Mr. Poeschl presented the Board with policies for on-street handicapped parking used in two other communities (Racine, Wisconsin and Pittsburg, California). In one community, if the request is approved the requestor has to pay for all materials and labor costs for installing signage. This policy would be all-encompassing, including residential and commercial properties. He would like to see the creation of a policy which would benefit all aspects of all residents of Oshkosh. Mr. Kaprelian questioned if our Board was the correct one to do this. Mr. Poeschl replied that this would fall under the jurisdiction of Public Works or Traffic. Mr. Schuster thought the Pittsburg, CA policy was a good model to follow. Mr. Kaprelian questioned if the applicant would have to renew the permit yearly and would there be a fee involved. He would be interested in knowing how many requests the City of Racine receives. STAFF STATEMENTS Dircector of Public Works David Patek handed out two brochures from the Wisconsin Department of Transportation explaining the construction in and around the city. Mr. Patek gave a brief overview of the construction scheduled for this area through the year 2013. AGENDA ITEMS FOR THE NEXT MEETING None. There being no other business to come before the Traffic Review Advisory Board, and upon being duly moved and seconded (Kaprelian, Rumlow), the meeting adjourned at 4:50 p.m.
