Rohloff, City Manager- RE: Amendment to Engineering Services Agreement — Design Services for Melvin Avenue Storm Water Pump Station / AECOM Technical Services. ( AECOM) The Department of Public Works requested additional services from AECOM Technical Services during the design related services for the Melvin Avenue Storm Water Pump Station. The additional services requested included revisions to the architectural and structural design to incorporate green roof technology into the design, preparing additional drawings and colored three dimensional perspectives for presentation to the Plan Commission, and performing an acoustical analysis to determine the sound levels generated during the operation of the backup power generator. The cost of performing these additional services is estimated not to exceed $11,300.00. That will increase the total cost of the design services contract not to exceed amount to $163,100.00. Funding for these engineering services is included in the Storm Sewer Construction Section of the Capital Improvement Program. Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature, including engineering services, may be approved by the City Manager without the use of formal, sealed quotes. Rohloff, City Manager , , A" W „ ' RE: Award of Engineering Services Agreement — Construction Related Services for Melvin Avenue Storm Water Pump Station / AECOM Technical Services. ( AECOM) The Department of Public Works requested a proposal from AECOM Technical Services to perform construction related services for the Melvin Avenue Storm Water Pump Station. The services will include contract administration, construction observation, engineering support (shop drawing review and answering field questions), laboratory testing, and preparation of record drawings. AECOM was chosen due to their familiarity with the project, and the presence of qualified field personnel in the Oshkosh area. The field personnel have performed similar work for the City of Oshkosh, most recently at the Water Filtration Plant. The cost of these services is estimated not to exceed $230,545. Funding for these engineering services is included in the Storm Sewer Construction Section of the Capital Improvement Program. Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature, including engineering services, may be approved by the City Manager without the use of formal, sealed quotes. Rohloff, City Manager .�-° .� RE: Addendum 3 for Engineering Services Agreement - 400 Block East (Jefferson) Lot, Design and Construction Services / AECOM The City initiated a contract last year with AECOM to provide design and construction - related services for the reconstruction of the 400 Block East (Jefferson) parking lot. It is necessary to extend the scope of services due to the construction work extending beyond the contract date, facilitating change orders with the contractor, and completing the punch list in the spring. The proposed fee for the change order is $5,000, bringing the total value of their contract to $120,259. The initial cost estimate presented to the Council on July 28, 2009 for the entire project included a 10 percent project contingency, totaling slightly over $77,000. Based on the most recent data available, this change order increases the use of that contingency funding to approximately $37,000. Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature, including engineering services, may be approved by the City Manager without the use of formal, sealed quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this report regarding this contract award. Funds for these services are budgeted in the Property Improvements section of the 2009 CIP. Rohloff, City Manager " hazeu g044AW i DATE: March 3, 2010 RE: Amendment to Agreement for Engineering Services for Stormwater Management Planning in the Sawyer Creek Drainage Basin (Detention at Hwy 91 -James Road)/ Strand Associates, Inc. The Department of Public Works requested additional services from Strand Associates, Inc. related to the proposed stormwater detention basin near the intersection of Hwy 91 and James Road. The additional services include developing a new layout for the basin to minimize the number of property owners impacted and avoiding a spring /wetland area. The performance of the new basin will be evaluated under a variety of storm events. A new project cost estimate will be prepared and updated report sections will be provided. The cost of performing these tasks is estimated to be $12,900. The total value of the agreement will be increased to $168,800. Funding for these engineering services is included in the Storm Sewer Construction Section of the Capital Improvement Program. Rohloff, City Manger RE: Engineering Services Agreement for Wastewater Utility Master Planning Services/ Strand Associates Inc. Strand Associates Inc. (Strand) is experienced in planning and design for wastewater treatment systems and has provided these services in past upgrades at the Wastewater Treatment Plant and various pump stations. A number of process systems have been identified as needing major upgrades in the next ten years. This project will provide evaluation, analysis, and estimates of cost for improvements to these systems. This information will be included in future Capital Improvement Programs. Strand's knowledge of wastewater treatment systems and past experience in the City of Oshkosh will allow them to provide these engineering services in an efficient and cost effective manner. The cost of these services is estimated not to exceed $60,000. Funding for these engineering services is included in the Operating Budget for the Wastewater Utility. Please advise me if you have any questions concerning this contract award MAR /smb Z«t 4 OHKOH ON THE WATER MEMORANDUM DATE: March 4, 2010 TO: Honorable Mayor and Members of the Common Council FROM: Mark A Rohloff, City Manger RE: Engineering Services Agreement for Design of Various 2010 Wastewater Treatment Plant and Pump Station Projects/ Strand Associates Inc. An engineering services proposal was requested from Strand Associates Inc. (Strand) to provide design engineering, specifications, bidding documents and construction management services for the wastewater treatment plant and pumping station improvements as approved in the 2010 Cl P. These projects will be consolidated into one project to reduce the effort needed to design, bid, and manage the construction of these improvements. The proposal was requested from Strand because they were involved with plant upgrades and past improvements (including back -up generators in 2003, various pump station improvements in 2006, and bar screen improvements in 2008) which make them familiar with the changes that need to be made to upgrade these systems to current standards. Their knowledge of these systems will expedite the design process and it will result in a cost effective project for the City of Oshkosh. These engineering services will cover design and construction services for repairing expansion joints in reinforced concrete, replacing aeration tank weir gates, replace effluent reuse strainers at the wastewater treatment plant, add screenings compactors at the Broad and South Main Street Pumping Stations, replace the engine generator at the North Pumping Station, and add a valve vault at the Hickory Street Pumping Station. The cost of these services is estimated not to exceed $198,000. Funding for these engineering services was included in the Major Equipment Replacement and Property Improvements Sections of the Capital Improvement Program.
