PURPOSE: AWARD BID FOR PUBLIC WORKS CONTRACT NO. 10 -09
TO MIRON CONSTRUCTION CO., INC. FOR MELVIN
AVENUE STORMWATER PUMP STATION ($3,029,860.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City of Oshkosh has heretofore advertised for bids for Melvin
Avenue stormwater pump station; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:
MIRON CONSTRUCTION CO., INC.
1417 McMahon Dr.
Neenah, WI 54956
Total Bid (including Deduct Alternate No. 1): $3,029,860.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid for Public Works Contract No. 10 -09 /Miron Construction Company, Inc./
Melvin Avenue Stormwater Pump Station/ ($3,029,860.00)
BACKGROUND
The purpose of this project is construct a storm water pump station in Menominee Park to address routine
flooding problems experienced in the Melvin Avenue stormwater drainage basin. The project is designed
to prevent flooding of the streets during a 10 year or smaller storm event. The bid package include the
option to have a green (vegetative) roof installed.
ANALYSIS
Engineering staff along with the design engineer reviewed three bids. The low bid was received from
Miron Construction Company, Inc., of Neenah, WI. The total bid is $3,068,000.00. A deduction in the
amount of $38,140.00 was provided if the green (vegetative) roof is not installed. The purpose of a green
roof is to reduce runoff from a site. Given the pump station proximity to the lake and the small overall size
of the vegetative area on the roof, the benefit of the green roof is minimized and it is not recommended
for installation.
FISCAL IMPACT
Funding for this project is in the 2010 Storm Sewer Construction Section of the Capital Improvement
Program. Following is a summary of the available funds and the construction costs including engineering
fees. The construction cost shown below removes the green roof from the total estimated cost. Even
though the project cost will exceed the budget estimate, it is anticipated that adequate funding exists and
is available from other storm sewer projects.
