February 18, 2010
Approval of Initial Resolution for Special Assessments for Paving, Sidewalk, Driveway
and Utilities (new and relay) Second local paving project.
BACKGROUND
This resolution is the initial resolution for allowing the City to assess abutting property owners for
improvements completed during the reconstruction of E. Melvin Ave from Eastman St to Hazel St, Grand
St from E. Lincoln Ave to E. New York Ave, Powers St from E. New York Ave to E. Nevada Ave, Broad St
from E. Parkway Ave to E. Irving Ave, E. Tennessee Ave from Powers St to Bowen St, Rock PI and
Ostertag PI . Also included are side streets to tie in the existing utilities and pavement. The assessable
work will include concrete pavement, sidewalk, driveway aprons, sanitary sewer laterals (new and relay),
storm sewer laterals and new water laterals
ANALYSIS
The resolution allows City Staff to proceed with preparing assessments for the abutting properties. A
public hearing and final resolution need to be approved by the Council prior the assessments being levied
on the properties.
FISCAL IMPACT
Assessments allow the City to recover a portion of the costs associated with projects from benefiting
properties. Funding for the projects is included in the 2010 Capital Improvement Program in the Street,
Storm Sewer, Sanitary Sewer and Water Main sections.
RECOMMENDATIONS
recommend approval of the initial resolution.
Respectfully Submitted,
Steven M. Gohde
Asst. Director of Public Works
