BILLS
Approval of bills presented by the Director of Finance.
SENIOR TRIATHLON BIKE EVENT
Approval to the Oshkosh Recreation Department and Oshkosh Seniors Center to utilize
Menominee Park and facilities on Wednesday, May 5, 2010, from 8:30 a.m. to 12:00 p.m., for
their Senior Triathlon Bike Event, in accordance with the attached letter of request.
SUMMER SENIOR GAMES
Approval to the Oshkosh Recreation Department and Oshkosh Seniors Center to utilize South
Park and facilities on Monday, June 21, 2010, from 8:00 a.m. to 3:00 p.m., for their Summer
Senior Games event, in accordance with the attached letter of request.
FAIRE ON THE GREEN
Approval to the Paine Art Center and Gardens to close Algoma Boulevard, from New York
Avenue to Congress Avenue; and Congress Avenue, between Algoma Boulevard and Elmwood
Avenue, on Sunday, July 11, 2010, from 5:00 a.m. to 9:00 a.m., and again from 4:00 p.m. to
5:00 p.m.; and that Congress Avenue, from Algoma Boulevard to Elmwood Avenue, remain
closed from 5:00 a.m. to 6:00 p.m.; and that handicapped parking be permitted on the east side
of Algoma, between New York Avenue and Congress Avenue, for their Faire on the Green
event, in accordance with the attached letter of request.
THE HUMAN RACE
Approval to the Volunteer Center of East Central Wisconsin to utilize Menominee Park, the
Millers Bay area, and facilities on Saturday, May 1, 2010, from 6:30 a.m. to 1:00 p.m., for their
Human Race event, in accordance with the attached letter of request.
5K RUN /WALK
Approval to Beta Theta Pi Fraternity to utilize Elmwood Avenue, West New York Avenue,
Western Street, Congress Avenue, High Avenue, Rockwell Avenue, Pearl Avenue, Osceola
Street and Algoma Boulevard on Saturday, April 17, 2010, from 10:00 a.m. to 12:00 noon, for
their 5K Run/Walk, in accordance with the attached letter of request.

This letter is to inform you that the Oshkosh Recreation Department, in conjunction with the
Oshkosh Seniors Center has reserved the Kiwanis shelter at Menominee Park for a Senior
Triathlon Bike event on Wednesday, May 5, 2010. The event will take place from
approximately 8:30am until 12:00p Wendorf shelter will

The area of the park that we will be using includes the trails throughout the park, around the zoo
and Kiwanis Shelter. We will be in contact with the Oshkosh Police Department regarding this
event and any traffic concerns they may have once we know the number of participants
registered. At this time of the day the need asses t of the week, barricade parts that road. u We have used inconveniencing many people i used the
same route in the past and it has been successful.

This letter is to inform you that the Oshkosh Recreation Department, in conjunction with the
Oshkosh Seniors Center has reserved shelters 1 and 2 at South Park for the annual Summer
Senior Games event on Monday, June 21, 2010. The events will take place from approximately
8:00am until 3:00pm. The shelters will be used for the opening ceremony events, picnic lunch
and afternoon bingo.
The shelters were reserved with Trish Wendorf at the City Parks Department office.

The Paine Art Certer and Gardens is preparing for next year's Faire on the Green event to be
held on Sunday, July 11, 2010. The event brings thousands of people to Oshkosh and in
particular to the area where the Paine is located. In addition to the number of people who come
to enjoy the event, are over a hundred vendors who come and participate in the event.
Our request is as such:
1. That both Algoma Boulevard (between New York Avenue and Congress Avenue) and
Congress Avenue (between Algoma Boulevard and Elmwood Avenue) be closed from 5
a.m. until 9 a.m., the time that the event begins while vendors unload their items at the
start of the day and again from 4 - 5 p.m. while vendors load their items at the end of the
day.
?. Once the event begins, we would like Congress Avenue (between Algoma Boulevard and
Elmwood Avenue) to remain close to allow for festivities in the street as well as maintain
the safety of those who wish to enjoy the event and the Paine grounds.
3. We understand it is necessary for Algoma Boulevard to remain open during the hours of
the event to allow for traffic to move freely on Algoma Boulevard. However, we are
requesting that the east lane be coned off as a loading lane, allowing vehicles the
capability to park briefly along the terrace so they may pick up the items they may have
purchased during the day. This would still allow for two lanes of traffic, the center and
west lanes to remain open on Algoma Boulevard.
4. In addition, we are requesting that handicap parking be allowed on the east side of
Algoma Boulevard between New York Avenue and the area of the event and that signs
be placed indicating such.
Staff members will be working the event and the Auxiliary Police Department will be asked to
be on hand to help with traffic flow and security.
I appreciate your consideration of this request at the city council meeting and ask that you inform
me of the decision at your earliest convenience. If you have any questions, please feel free to

Re: Request of use of Menominee Park, Miller's Bay Area on Saturday, May 1, 2010
Dear Mark and Council Members,
With your permission, the Volunteer Center of East Central WI — Oshkosh would like to use Menominee
Park, Miller's Bay Area on May 1, 2010 for our fundraiser. The event is from 8:00 a.m. to noon. We
would be arriving around 6:30 a.m. for set -up and should be cleaned -up by 1 p.m.
The Human Race is a unique opportunity for individuals, families and businesses to come together to
raise money for area nonprofit organizations. Participants can collect pledges toward a non - competitive
walk/run. Nonprofit agencies, schools, school groups, churches and service clubs are all encouraged to
participate in this great event. The Volunteer Center staff and board coordinate the tasks to put on this
event. We order the pledge sheets, t -shirts and food. We do the set -up and clean up. Participating agencies
and groups are asked to join us by walking and raising money for their own organization. The best part is
these groups get to keep 75 % of the money they collect and the remaining 25% goes to the Volunteer
Center for operational costs. If an agency collects more than $5,000.00 they get to keep 80% and the
remaining 20% goes to the Volunteer Center. The participating group raising the most gets to keep 90 %.
Last year we had 15 participating agencies and approximately 250 people raising $18,000 to support
Oshkosh area non profits.
The mission of the Volunteer Center of East Central WI is to develop, coordinate and promote
volunteerism to address community needs in East Central Wisconsin. We are a 501(3)c non - profit
organization.

I am the Philanthropic chair for the fraternity Beta Theta Pi and we are planning a 5K run /walk;
with all proceeds going to the Oshkosh United Way. I have been told that you are the person
