Brief history review:
On July 27, 2006 a raze request was made for the property located at 105 E Melvin Ave due to
numerous Minimum Housing Code and Property Maintenance Code violations (see attached
copy). On September 25, 2006 a status inspection was made with the owner's attorney, Chuck
Williams, at which time it was discovered that little progress was made. The re- inspection
allowed us to look at areas of the house that were previously not inspected and several other code
violations were revealed at that time. Over the last year this department extended the courtesy of
extending the correction time frames to afford them an opportunity to arrange for financing to
make the necessary repairs and submit a reasonable schedule of repairs.
As of 10/5/07: the property is still unfit for human habitation, no re- inspections have been
requested and there has been no verification that any repairs have been made. The listed owner,
Youda Crawford, stopped in to discuss a grass notice that she had received for 105 E Melvin in
mid - September. She indicated at that time that she would be unable to make the repairs and that
the bank would most likely be foreclosing on the property.
Because the original raze notice is over a year old, we are submitting a new request in an effort to
gain compliance with the property.
The following repairs /corrections are required, as well as those noted on the first raze
request:
• A licensed electrician shall correct all improperly installed electrical fixtures. A
permit may be required.
• The fungus growth on the walls, joists and floor in the basement shall be removed.
• A licensed plumber shall repair all areas where the plumbing system is leaking. Any
cracked/damaged fixtures shall be replaced. A permit may be required.
• Any water - damaged areas shall be repaired.
• Working smoke detectors shall be installed on each level of the dwelling.
• All areas where paint is chipping/peeling shall be repaired.
• The dryer venting shall be properly installed.
• All floor coverings shall be in good condition.
City Ordinance and State Statutes state that if a building is old, dilapidated or out of repair and
consequently dangerous, unsafe, unsanitary or otherwise unfit for human habitation and
unreasonable to repair, order the owner of the building to raze the building or, if the building can
be made safe by reasonable repairs, order the owner to either make the building safe and sanitary
or to raze the building, at the owner's option. Therefore, I am requesting approval to have this
structure located at 105 East Melvin Ave. razed unless all necessary repairs and are made.
