Please find attached the Inspector's Report outlining the violations regarding junk/debris and the
fire damaged garage. Also included is a copy of the Raze Order for the garage.
Assuming this property is scheduled for Auction on March 31, 2009, this office will make the
same agreement as offered for 1513 Grove St. In this case, if a buyer believes the garage to be
salvageable, they should contact this office and arrange for an inspection of the garage. If a
determination is made the garage is salvageable, the buyer will need to propose an acceptable
schedule for making repairs.
Please keep in mind, any proposed schedule must demonstrate compliance in an expeditious
fashion.

Brief history review:
On August 19, 2008, after receiving a complaint, an inspection of the property located at 1710
Western St. was made. The complaint specified that there was junk and debris scattered around
the property and that the garage had sustained damage from a recent fire due to the tenant
dumping out hot coals near the rear of the garage. The inspection verified the neighbor's
concerns as well as an unkempt lawn. The Streets Department was notified to put the property
on their cut list due to the fact that this owner, Kelly Burnett, had received prior notice at other
properties that he owns. A Correction Notice was sent out requiring the junk and debris to be
cleaned up and repairs to be made to the garage. There has been no response to the notice.
Mr. Burnett has owned numerous properties in the City and has been issued many citations for
failure to maintain them. The judgments against him this year alone total over $38,000.00.
Abatement and raze orders have also been served upon several of his properties. His current
whereabouts is unknown. All or most of his properties are currently in foreclosure or have been
foreclosed on. Past citations have not assisted in gaining compliance; therefore, I am requesting
an abatement order that would require: 1) All junk and debris to be removed from the property
and 2) The garage be razed or repaired.

Attached is a copy of an approved Abatement Request for 1710 Western St. The report provides
notes the former tenant and present owner have failed to remove misc. junk and debris and an
unlicensed vehicle (license plate 420 -LZX.) Additionally this office has prepared a Raze Order
for a fire damaged garage. Please pursue abatement action on the junk, debris and unlicensed
vehicle.
Also attached to this memo is a copy of the Letter Report and the Raze Orders (to be served.)

Brief history review:
On August 19, 2008, after receiving a complaint, an inspection of the property located at 1710
Western St. was made. The complaint specified that there was junk and debris scattered around
the property and that the garage had sustained damage from a recent fire due to the tenant
dumping out hot coals near the rear of the garage. The inspection verified the neighbor's
concerns as well as an unkempt lawn. The Streets Department was notified to put the property
on their cut list due to the fact that this owner, Kelly Burnett, had received prior notice at other
properties that he owns. A Correction Notice was sent out requiring the junk and debris to be
cleaned up and repairs to be made to the garage. There has been no response to the notice.
Mr. Burnett has owned numerous properties in the City and has been issued many citations for
failure to maintain them. The judgments against him this year alone total over $38,000.00.
Abatement and raze orders have also been served upon several of his properties. His current
whereabouts is unknown. All or most of his properties are currently in foreclosure or have been
foreclosed on. Past citations have not assisted in gaining compliance; therefore, I am requesting
an abatement order that would require: 1) All junk and debris to be removed from the property
and 2) The garage be razed or repaired.
