Paul Davis Restoration submitted an initial proposal for the repairs back on 4/29/09. At that time the costs of the repairs came in at $56,190 and a building permit was issued for repairing this structure. While gutting this house in preparation for reconstruction substantial deficiencies were noted with past construction activity. Numerous areas of the house are deteriorated and need to be razed. Outline of Events • 4- 29 -09- Paul Davis Restoration submitted an estimate to repair the fire damage to this structure. The costs came in at $56,190. • 5 -12 -2009 — A building permit was issued to repair this structure. • 5- 18 -09- Travis with Paul Davis Restoration called to request an inspection due to numerous structural issues they had uncovered in the process of demolition. This inspection revealed numerous structural issues such as: the rear living area and side shed were built on the ground (no footings or frost protection) and the floor system was deteriorated, the roof was not framed properly, no light and/or ventilation for the center bedroom. • 6 -2 -09- An additional inspection was conducted at the request of Travis with Paul Davis Restoration after more areas of the house were gutted. The inspection revealed that the garage was added onto with no foundation, the corner of the house at the kitchen area was added onto with no foundation, the kitchen roof area was reframed and did not meet minimum code requirements and numerous areas of the roof were sagging. It was also noted at the inspection that the living room ceiling was not opened yet but it appeared that there was damage to this roof area. • 6- 15 -09- Paul Davis Restoration submitted additional estimates for repairs. The cost of the repairs came in at $24,370. • 6- 18 -09- Notification was sent to Paul Davis Restoration stating that this structure was to be razed. • 7- 13 -09- The owner came in and stated that he signed a proposal to have the house razed. City Ordinance and State Statues require that structures where the cost to make structural repairs /corrections exceeds 50% of the current fair market value are deemed to be unreasonable to repair. The current fair market value of the dwelling is approximately $130,000 therefore only $65,000 could be spent to fix this structure. Based on the proposals submitted the costs of repairs would exceed 50% of the value of the structure and the structure would still be non - conforming. Therefore, I am requesting approval to have this structure razed. This is an unfortunate situation in that not only was fire damage sustained, substantial deficiencies were noted with past construction activity and deterioration of various portions of the house were observed once the house was being prepared for restoration of the fire damage. Here are the facts I am aware of: 1. The house suffered Fire Damage. 2. The house has an assessed value of $123,200. So Fair Market Value is probably around $130,000. 3. The estimated cost to repair the Fire Damage is $68,932. 4. Upon conducting initial demolition to evaluate the extent of fire damage repairs needed, several building code deficiencies were noted related to past construction activity as well as deterioration of various portions of the house. There appears to have been some construction activity taken place without securing required Building Permits 5. The garage has a variance for a substandard setback. 6. The estimated cost to address the improperly constructed areas is $24,370. 7. The grand total estimate to restore and reconstruct this house is $93,302. Based on the amount of repairs needed, I believe it would be appropriate to declare this building as being unreasonable to repair when considering the cost threshold provision contained in state stats. 66.0413. Section 66.0413(1)(c) states if the cost of repairs would exceed 50% of the assessed value of the building divided by the ratio of the assessed value to the recommended value of the building (Fair market value,) the repairs are presumed unreasonable. If the owners disagree with this determination, they should present information indicating why they believe the building is reasonable to repair. I would ask both the owners and contractor to keep you informed of their intentions and schedule in proceeding toward demolition or razing of this building. Subject: 1650 Georgia St Allyn, A fire occurred at 1650 Georgia St this past April. At that time you had instructed me to have the zoning department make a determination on allowing the structure to be repaired due to the house not meeting setbacks. At the time Todd granted approval and a building permit was issued. The original costs submitted to repair the structure were $68,932.15. The house is currently valued at $113,000 in the assessors records. Todd stated from a Zoning perspective only construction costs are part of the 50% (not mechanical costs, clean -up, etc). In the process of gutting the house Paul Davis Construction has now identified numerous violations to include: 1) There is no foundation under the rear living room. This structure was built on a prior at grade deck. It does not appear to have a foundation and the floor system is completely deteriorated and needs to be replaced. This room is not built to meet any code requirements (walls, rafters, etc) and will be required to be razed. 7/15/2009 Page 2 of 2 2) The shed structure /mechanical room on the side of the house was also constructed on the same deck structure and built up to the side lot line without any setback. This structure will need to be razed. 3) At some point an addition was constructed onto the garage area (the garage was approved under a previous variance with only a 1'9" setback) that does not have a foundation and is separating from the house. This area is required to be razed and /or reconstructed to meet code requirements. 4) A shed structure was built on the corner of the kitchen area. This structure also does not appear to have frost protection and a new roof system has been constructed on this structure. This structure is required to be razed. 5) The roof over the kitchen needs to be reframed so as it transfers Toad down to the foundation. The old roof needs to be removed due to it sagging into the existing living space and also infringing on headroom for the rear stairway. 6) The family room roof has also deteriorated and has moisture damage. The roof needs to be reframed to meet code requirements. 7) Close off the window from the garage to the basement area. 8) Install a fire door from the garage to the house. The additional items for the above repairs came in at $24,370.13. Thus the total costs to repair this structure have now rose to a minimum of $93,302 which is over the 50% value of $56,500. Please let me know how to proceed with this project. I've been in contact with the owner Tou Xiong ( #527 -0978) and he informed me that he thought it would be better to start over due to the numerous issues with the house. In talking with Lynn Lorenson she stated that we should apply all costs to the 50% valuation when using the State Statute. Please let me know how you would like me to proceed or if I should have a meeting with Lynn to discuss this. I have included the estimates for your review.
