RE: Engineering Services Agreement — Construction Management Services for
Gas Venting Project at Quarry Park Landfill / AECOM
The Department of Public Works awarded a contract to AECOM (former STS Consultants) for
design engineering at the Quarry Park Landfill located on Knapp Street in October of 2009.
Plans were completed for this work and bids for the project were opened last week. A project
award is anticipated at the Feb 9th Common Council meeting. Additional engineering services
are required for the construction management of this work. The project is anticipated to be
completed from late February to June of this year.
The cost of these services are estimated not to exceed $125,000. Funding for these engineering
services was included in the Property Improvements Section of the 2010 Capital Improvement
Program.
Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized
nature, including engineering services, may be approved by the City Manager without the use of
formal, sealed quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this
report regarding this contract award.

RE: Award of Engineering Services Agreement —
Storm Sewer System Modeling in Association with the 2011 Capital
Improvements Program / AECOM Technical Services. ( AECOM)
The Department of Public Works requested a proposal from AECOM to conduct storm sewer
system modeling in association with the 2011 Capital Improvements Program (CIP). This storm
sewer modeling will assist the Department of Public Works in preparing a CIP recommendation,
preparing cost estimates for the recommended CIP, and preparing construction plans for the
CIP.
AECOM was chosen due to their history and experience in storm sewer system modeling for the
City of Oshkosh. With the recently completed City Wide Storm Water Quality Management
Plan, AECOM already has the basic model structure created for the watersheds that are to be
analyzed with this project. The cost of these design services is estimated not to exceed
$122,700.
Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized

RE: Engineering Services Agreement Amendment —
Storm Sewer System Modeling in Association with the 2010 Capital
Improvements Program / AECOM Technical Services. ( AECOM)
In July, 2009, a contract was awarded to AECOM to conduct storm sewer system modeling in
association with the 2010 Capital Improvements Program (CIP). Through the course of
performing those services, the number of options and alternatives analyzed was increased
beyond the original scope of services. These additional options and alternatives were required
in order to determine the best course of action for the watersheds being analyzed.
The amount of the contract amendment is $21,600. This will raise the total contract amount not
to exceed $113,590.
Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized
nature, including engineering services, may be approved by the City Manager without the use of
formal, sealed quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this
report regarding this contract award. Funding for these services is available in the Storm Water
Utility.
