FEBRUARY 9, 2010 10 -41 RESOLUTION (CARRIED 6 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD BID FOR PUBLIC WORKS CONTRACT NO. 10 -08 TO INTEGRITY GRADING & EXCAVATING, INC. FOR QUARRY PARK LANDFILL GAS VENTING SYSTEM ($574,000.39) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City of Oshkosh has heretofore advertised for bids for the Quarry Park landfill gas venting system; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: INTEGRITY GRADING & EXCAVATING INC. 605 Grossman Dr. PO Box 138 Schofield, WI 54476 Alternate 1 -Total Bid: $574,000.39 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. Patek, Director of Public Works February 4, 2010 Award Bid for Public Works Contract No. 10 -08 /Knapp Street Quarries Landfill Gas Utility System BACKGROUND The purpose of this project is to revise the existing methane gas venting system from the current passive operation to an active operation with associated piping and an above ground blower /vent enclosure. The project was bid with alternates of disposal at the Winnebago County Landfill or the Valley Trail Landfill in Berlin versus leaving the excavated garbage at the site. ANALYSIS Bids were received from five contractors on January 26, 2010. The low bid was received from Integrity Grading & Excavating, Inc. from Schofield, WI. Their total bid is $574,000.39 (with the selection of Alternate 1 which disposes of the excavated garbage at the Winnebago County Landfill). FISCAL IMPACT Funding for the project is included in the Property Improvements Section of the 2010 Capital Improvement Program. The approved construction budget for this project in $1.0 M. Based on approval of this bid, the total project cost will be approximately $725,000 ($574,000 for construction + approximately $150,000 for the Winnebago County Landfill tipping fees). RECOMMENDATIONS I recommend award to the low bidder, Integrity Grading & Excavating, Inc. for the amount of $574,000.39 Respectfully Submitted, David C.
