Approval of bills presented by the Director of Finance.
BATTLE ON BAGO
Approval to the Oshkosh Southwest Rotary Club to utilize Menominee Park and facilities on
Friday and Saturday, February 26 and 27, 2010, from 6:00 a.m. to 10:00 p.m., for their Battle
on Bago Fishing Tournament, in accordance with the attached letter of request.
BANK FISHING TOURNAMENT
Approval to Bankfishing USA and NewFishing to utilize Menominee Park and facilities on
Saturday, April 24, 2010, from 5:00 a.m. to 5:00 p.m., for their Bank Fishing Tournament, in
accordance with the attached letter of request.
FESTIVAL OF SPRING
Approval to the Paine Art Center and Gardens to close Algoma Boulevard, from New York
Avenue to Congress Avenue; and Congress Avenue, between Algoma Boulevard and Elmwood
Avenue, on Saturday, May 22, 2010, from 5:00 a.m. to 8:00 a.m., and again from 4:00 p.m. to
5:00 p.m.; and that Congress Avenue, from Algoma Boulevard to Elmwood Avenue, remain
closed from 5:00 a.m. to 6:00 p.m.; and that handicapped parking be permitted on the east side
of Algoma, between New York Avenue and Congress Avenue, for their Festival of Spring
event, in accordance with the attached letter of request.
WATERFEST CONCERT SERIES
Approval to the Oshkosh Chamber of Commerce and Waterfest, Inc. to utilize Riverside Park,
the Leach Amphitheater, and surrounding areas every Thursday evening, from May 27 through
September 2, 2010, from 10:00 a.m. to 1:00 a.m., for their Waterfest Concert Series, in
accordance with the attached letter of request and resolution from the Oshkosh Parking Utility
Commission.
TERRY'S FISHING EVENT
Approval to Terry's Bar to utilize Menominee Park and facilities on Saturday, May 22, 2010,
from 5:00 a.m. to 4:00 p.m., for their 9 th Annual Fishing Event, in accordance with the attached
letter of request.
XTREME "X" BOAT INVITE REGATTA
Approval to the Oshkosh Yacht Club to utilize Menominee Park, Millers Bay and facilities on
Monday and Tuesday, July 19 and 20, 2010, from 8:00 a.m. to 8:00 p.m., for their Xtreme "X"
Boat Invite Regatta, in accordance with the attached letter of request.
JAYCEES EASTER EGG HUNT
Approval to the Oshkosh Jaycees to utilize South Park and facilities on Saturday, April 3, 2010,
from 8:00 a.m. to 3:00 p.m., for their Annual Easter Egg Hunt, in accordance with the attached
letter of request.

The Oshkosh Southwest Rotary is again requesting permission to host our annual "Battle on Bago"
event at Menominee Park on Friday, February 26, 2010, from 5 to 10 p.m. and Saturday, February 27,
2010, from 6 a.m. to 10 p.m. Our event will primarily benefit the Kids Wish for Fish Program and local
fishing and conservation chapters. In addition to other fund raising events Oshkosh Southwest Rotary
performs, we believe this event has strong growth potential and ability to attract a number of people to
our fine community from surrounding areas.
Please place our request on the Council's Agenda for approval. If you have any questions, I can be

Dear Mr. Rohloff:
My name is Eric Glazewski and I am writing to request permission to host a bank fishing
tournament in Menominee Park. The organizers of the event and I feel that this would be
the perfect location for the event we are planning.
The event will be a bank fishing tournament that will bring up to 50 anglers to Oshkosh. In
many cases these anglers will be arriving a few days in advance to practice and become
familiar with the venue. During their time in Oshkosh they will be staying and eating at
local hotels and restaurants. The tournament is being organized through two groups,
Bankfishing USA and NewFishing. These groups hope to make this an annual event that
grows every year. Please visit the websites of these groups to find out more about them.

The main focus of these groups is not only to put on a great and successful tournament,
but also to promote the wonderful bank fishing opportunities Oshkosh has to offer. The
organizers hope to use this event to show the people of Oshkosh new and effective ways
to catch lots of fish from shore. This will encourage the use of the parks that Oshkosh
works hard to maintain.
The tournament is a not for profit event and because of this we are looking to the city to
help with a few necessities. We will be in need of trash cans to keep the park clean. We
would also like help with acquiring portable bathrooms for the day of the tournament.
We believe this is a small investment for the city to bring so much business to the local
community.

ART CANTER GARDENS
The Paine Art Center and Gardens is preparing for next year's Festival of Spring event to be held
on Saturday, May 22, 2010. These events bring thousands of people to Oshkosh and in particular
to the area where the Paine is located. In addition to the number of people who come to enjoy the
event, there are over a hundred vendors who come and participate in the evc!zts.
Our request is as such:
1. That both Algoma Boulevard (between New York Avenue and Congress Avenue) and
Congress Avenue (between Algoma Boulevard and Elmwood Avenue) be closed from 5
a.m. until 8 a.m., the time that the event begins, while vendors unload their items at the
start of the day and again from 4 - 5 p.m. while vendors load their items at the end of the
day.
2. Once the event begins, we would like Congress Avenue (between Algoma Boulevard and
Elmwood, Nvenue) to remain close to allow for festivities in the street as well as maintain
the safety of those who wish to enjoy the event and the Paine grounds.
3. We understand it is necessary for Algoma Boulevard to remain open during the hours of
the event to allow for traffic to move freely on Algoma Boulevard. However, we are
requesting that the east lane be coned off as a loading lane, allowing vehicles the
capability to park briefly along the terrace so they may pick up the items they may have
purchased during the day. This would still allow for two lanes of traffic, the center and
west lanes to remain open on Algoma Boulevard.
4. In addition, we are requesting that handicap parking be allowed on the east side of
Algoma Boulevard between New York Avenue and the area of the event and that signs
be placed i ridicating such.
Staff members will be working the event and the Auxiliary Police Department will be asked to
be on hand to help with traffic flow and security.
I appreciate your consideration of this request at the city council meeting and ask that you inform

Dear Mark:
On the behalf of the Oshkosh Chamber of Commerce and Waterfest, Inc., please accept this
request for the use of Riverside Park to include the area up to and around the Leach Amphitheater
for the 2009 Waterfest Concert Series.
Waterfest, Inc. requests to reserve and occupy "Riverside Park" defined as running from Main
Street on the west to the railroad tracks on the east with Ceape Street on the North and the Fox
River to the South. The area occupied to include all parking and all park facilities other than the
Convention Center. Additionally, we would anticipate that for safety & security purposes Court
Street (south of Ceape Street) would be vacated during Waterfest events.
The Waterfest, Inc. plans to produce its regular season of 15 Thursday evening concert events
running each Thursday from May 27, 2010 through September 2, 2010. Most concerts will be
held between the hours of 6:00 and 11:00 p.m. However, we may open the admission gates at
5:00 p.m. to accommodate special "community night" promotions. As in the past, the park is
requested on the aforementioned dates from approximately 10:00 a.m. the day of the show until
1:00 a.m. the next morning for set -up and teardown functions that occur. Our request is consistent
with our previous year's request.
Waterfest, Inc. has made arrangements with City of Oshkosh Parks Department for 2010 Leach
Amphitheater use for the above mentioned dates. We look forward to a good working relationship
with your new Parks Director and his team.
The Waterfest Concert Series - "Wisconsin's Best Community Concert Series" - has been a
wonderful tradition for our downtown and the entire community. We believe it has consistently
delivered on its Mission to "Celebrate the superb quality of life we enjoy, promote Oshkosh On
The Water all summer long throughout NE Wisconsin, raise awareness of what our community
has to offer, instill a healthy sense of community and act as a catalyst for riverfront & downtown
economic development."

RESOLUTION FOR WATERFEST, INC.
TO COLLECT PARKING REVENUE
IN SPECIFIC MUNICIPAL LOTS DURING WATERFEST
Whereas the City of Oshkosh Parking Utility Commission is responsible for the
management and operations of municipal parking lots in the City of Oshkosh, and
Whereas Waterfest, Inc. has sponsored a summer concert series for a number of years
as a benefit to the citizens of Oshkosh and an attraction to visitors, and
Whereas the Oshkosh Common Council has annually granted Waterfest, Inc.
permission to use the Leach Amphitheater, the Riverside East parking lot and the
Riverside parking lot in recent years as a venue and parking area for this concert series,
and
Whereas the Waterfest concert series operates on one weeknight per week during the
summer, and therefore constitutes a relatively limited use of parking capacity in the
downtown area, and
Whereas Waterfest, Inc. has, in the past, charged people to park in these lots during
evenings when Waterfest events occur, and this parking has not deprived the Parking
Utility of any revenue, and
Whereas the Parking Utility Commission believes that parking for the Waterfest concert
series is an appropriate use for municipal parking lots south of Ceape Avenue since it
does not conflict with the normal weekday usage of these parking lots,
The City of Oshkosh Parking Utility Commission hereby resolves the following:
1. Waterfest, Inc. is allowed to restrict access to the Riverside Parking Lot on
evenings when Waterfest performances are being held, according to permission
granted by the Oshkosh Common Council. Waterfest, Inc. may elect to collect
money from vehicles for the permission to park in these lots, and may keep this
parking revenue for its own purposes.
2. Waterfest, Inc. must allow leaseholders in the twenty spaces at the northwestern
portion of the Riverside Lot (per Section 27- 49(A)(4) of the Oshkosh Municipal
Code) to access their parking spaces free of charge during Waterfest. Waterfest,
Inc. may require vehicles to demonstrate proof that they are eligible to park in
those spaces.
3. The City will retain any revenues associated with enforcement of parking
regulations that may occur in conjunction with the Waterfest concert series.

Dear City Council and Parks Department,
1 am writing this `Letter of Requesno you for the opportunity to reserve at this time, the Gazebo Shelter
(for electricity for electronic fishing scale) on Sat May 22, 2010. We will be running our ninth annual
fishing event, out of Menominee Park and Millers Bay at 5 :00am -600am and returning at 2 :00pm-
3 :00pml In addition to this, we would like to use the Boat Docks on the south side of Millers Bay that
day as well. We have shared the Boat Docks the past few years with Dr. Robert C. Weber and "The
UWO Fishing Has No Boundaries Event,' without any problems, and look forward to working with them
again this yearn The timing of our events, ensures there is not a conflict with either event, and allows us
to share a fishing scale or other items if needed. We have worked closely with the DNRS, Senior
Fisheries Biologist to ensure this event is run smoothly according to their guidelines, and are excited to
host this event again in 20101 We have submitted an application for permit with the DNR as required.
We hope you will approve our request, and look forward to another successful event this year!

Dear Mr. Rohloff:
The Oshkosh Yacht Club will be hosting our fifth annual Xtreme "X" Boat Invite Regatta
for youth sailors on Monday, July 19- Tuesday, July 20, 2010. Last year's Xtreme
Regatta drew 50 participants and their families from Wisconsin, Minnesota and Illinois.
We expect 150 -200 individuals including skippers (age 16 or younger), their crew and
families to come and enjoy the amenities that Oshkosh has to offer while here for the two
day event.
The Oshkosh Yacht Club has garnered a strong base of support among the Inland Lake
Yachting Association member clubs because of the tradition that surrounds our city and
scow sailing. The OYC was founded in 1869 and is one of the founding clubs of the
ILYA.
For the Xtreme Regatta the participant boats will be housed at Miller's Bay and will be
raced on Lake Winnebago directly east of Menominee Park. We have requested the
following items from the Parks Department: trailer and boat parking in the field north of
the parking lot, tent placement with electricity, chairs and tables on the lawn south of the
motor boat launches and reserved docks along the south end of the bay. We plan to moor
the competing boats as well as power boats in and along the south end of the bay
throughout the Regatta.
We have been working with the Parks Department to address the details and ensure the
event's success. We request that the city approve our plan for the Xtreme Invite Regatta,
July 19 -20, 2010.

Dear Trish,
This letter is to officially request the use of Oshkosh Parks Department facilities for an
Oshkosh Jaycees special event.
We would like to request the use of South Park for our Annual Easter Egg Hunt on
Saturday, April 3` 2010. We will begin set -up at approximately 8am with the event
running from approximately 9am -1 lam (exact times will be set by the event committee
closer to the event). Leaving an adequate amount of time for clean -up, we should be
vacating the park by approximately 2pm. For the event we request usage of the two
pavilions nearest the playground area. The large building will be used for a coloring
contest and concessions, and the smaller building (near Georgia Street) will be used to
distribute prize bags to the children in attendance. We are aware that the park bathrooms
may not be available for usage, so we will supply our own facilities.
If there are any further questions, please don't hesitate to contact me. We appreciate your
continued support and assistance in putting on our annual Easter Egg Hunt for the
children of Oshkosh.
