PURPOSE: APPROVAL OF CHANGES IN AREAS DESIGNATED AS PERMIT
PARKING AND SHORT -TERM PARKING IN THE JEFFERSON,
STATE STREET, WASHINGTON AVENUE LOT AND 400 BLOCK
WEST MUNICIPAL PARKING LOTS
INITIATED BY: PARKING UTILITY COMMISSION
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27-
23(A -11) AND 27 -48 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS AND PERMIT
PARKING AREAS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27- 23(A -11) of the Oshkosh Municipal Code pertaining
to parking regulations on designated streets and alleys is hereby amended as follows
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
NORTH MAIN STREET /400 BLOCK WEST PARKING LOT
Remove Therefrom 90- minute parking, all stalls except the perimeter stalls
bordering Church Avenue, the second east/west aisle
south of Church Avenue, the two most easterly stalls in
the fourth east/west aisle south of Church Avenue, the
four most northwesterly stalls in the north /south aisle,
the five stalls in the southeast corner facing towards
Main Street, the six most southern stalls in the far west
north /south row located adjacent to Algoma Boulevard,
and the stalls on the perimeter of the lot bordering
Division Street and Algoma Boulevard, between the
hours of 9:00 a.m. and 6:00 p.m. daily except on
Sundays and New Year's Day, Memorial Day, Fourth
of July, Labor Day, Thanksgiving Day and Christmas
Day.

Add Thereto 90- minute parking, all stalls except the perimeter stalls
bordering Church Avenue, the east row loading zone,
the seven (7) stalls on the northern side of the third
east/west driving aisle south of Church Avenue, the
five (5) stalls in the southeast corner facing towards
Main Street, the twelve (12) southernmost stalls in the
far west north /south row located adjacent to Algoma
Boulevard, and the stalls on the perimeter of the lot
bordering Division Street and Algoma Boulevard,
between the hours of 9:00 a.m. and 6:00 p.m. daily
except on Sundays and holidays.
STATE STREET PARKING LOT
Add Thereto 90- minute, between the hours of 9:00 a.m. and 6:00
p.m. daily, except on Sundays and holidays, for the
northern and southern rows of stalls in the eastern
section of the lot.
WASHINGTON AVENUE PARKING LOT
Remove Therefrom

perimeter stalls bordering Church Avenue, the four
(4) most southerly stalls on the perimeter of the lot
bordering Division Street, the two (2) most easterly
stalls in the fourth east/west aisle south of Church
Avenue, the four (4) most northwesterly stalls in the
north /south aisle, and the five (5) stalls in the
southeast corner facing towards Main Street, and
the six (6) most southern stalls in the far west
north /south row located adjacent to Algoma
Boulevard.

and the northern row of the center aisle adjacent to
State Street.
Add Thereto (2) State Street Parking Lot, the second and third
northernmost rows in the eastern section of the lot,
and the second most northern row in the western
section of the lot adjacent to State Street.
Remove Therefrom (3) Jefferson Lot, the north -south row of stalls on the
western side of the eastern driving aisle and the
stalls between and including the fourth
northernmost and seventh southernmost stalls
bordering Jefferson Street on the eastern edge of
the parking lot.

Add Thereto (3) Jefferson Lot, the north -south row of stalls on the
western side of the eastern driving aisle and the
stalls between and including the fifth northernmost
and seventh southernmost stalls on the perimeter
of the lot bordering Jefferson Street. The remaining
stalls on the perimeter of the lot bordering Jefferson
Street are reserved.
Add Thereto (10) Washington Avenue Parking Lot, the five stalls
in the southern row, from the third easternmost stall
to the seventh easternmost stall.
SECTION 3. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 4. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #09 -XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTIONS 27- 23(A -11) AND 27 -48 OF THE OSHKOSH MUNICIPAL CODE
PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND
ALLEYS AND PERMIT PARKING AREAS), on February 9, 2010. The ordinance
pertains to changes in areas designated as permit parking and 90- minute parking in the
Jefferson, State Street, Washington Avenue and 400 Block West municipal parking lots.

RE: EXPLANATION OF CHANGES IN AREAS DESIGNATED AS PERMIT
PARKING AND SHORT -TERM PARKING IN THE JEFFERSON, STATE
STREET, WASHINGTON AVENUE LOT AND 400 BLOCK WEST
MUNICIPAL PARKING LOTS
Section 1 • Section 27- 230 -11) Parking Regulations on Designated Streets a nd Alleys
and Section 2: Section 27 -48 Permit Parking Areas
NORTH MAIN ST REET /400 BLOCK WEST PARKING LOT
I have received numerous comments on the difficulty in understanding the parking regulations in
the 400 Block West parking lot. I believe the recently implemented permit and signage program
helps, but may not be sufficient to address these comments.
In general, the Parking Utility has tried to locate parking spaces based on how long a vehicle
would occupy a space. Short-term, high- turnover spaces are generally located closer to buildings,
since these would typically be used by customers. All -day, low- turnover spaces are generally
located farther away from buildings, since these would typically be used by employees.
There are a couple of exceptions to this practice in the 400 Block West lot, where permit parking
is located closer to Main Street. I believe that these parking areas should be moved farther away
from Main Street, in order to have more free, short-term parking closer to Main Street. These
permit parking areas are described in the ordinance as follows:
• The two (2) most easterly stalls in the fourth east /west aisle south of Church Avenue
• The four (4) most northwesterly stalls in the north/south aisle
I propose that these stalls be designated as free, 90- minute parking. I then propose that six (6) of
the free, 90- minute parking stalls in the far west north/south row be converted to permit parking.
This exchange will leave the net number of each type of space the same, but will shift some
short-term parking closer to Main Street, behind the majority of properties which abut this
parking area.

Explanation of Revised Pay and Display Agreement
STATE STREET PARKING LOT
Currently, the State Street lot consists exclusively of leased and permit parking. The conversion
of metered parking spaces to permit parking spaces attracted questions from a couple of
businesses about where their customers could park. In both cases, it sounds like their customers
will park for less than two hours, and are not well -served by free on- street parking.
The eastern portion of the State Street lot is exclusively permit parking and has limited usage (5
percent in the 2008 utilization study). Converting the northern and southern rows of the eastern
portion of the lot to free 90- minute parking should allow the lot to better serve existing
businesses while not compromising parking availability otherwise.
WASHINGTON AVEN PARKING LOT
The owner of the building at 404 N. Main Street has expressed concern that a perceived lack of
parking has made it difficult to attract tenants to his building. He has expressed interest in having
some spaces designated in the Washington Avenue lot to allow permit (all -day) parking. He
indicated that he didn't think it was necessary for the Washington Avenue lot to absorb all of the
parking needs for his building. Instead, he argued that showing some long -term parking
availability would help improve the marketability of his building.
Currently, the Washington Avenue lot consists of free, 90- minute parking spaces and
handicapped parking spaces, with no spaces designated for permit or reserved parking. The
Washington Avenue parking lot was built by the City as part of an agreement with two property
owners (404 N. Main, and The Exclusive Company) in a Tax Increment Financing (TIF) District.
The City has fulfilled its terms in the agreement; consequently, the agreement's restriction that
the lot be managed as short-term parking is no longer required. The City Manager informed The
Exclusive Company of its intent in August 2009.
I believe it makes sense for the majority of the lot to remain as free, 90- minute parking. First,
there does not appear to be a shortage of long -term parking in the area. The 2008 Parking
Utilization Study showed that usage of the long -term spaces in the Jefferson lot was 47 percent,
and in the State Street lot was 9 percent. Both of these are well below the 85 percent utilization
level associated with practical capacity.
Second, the Washington Avenue lot does not appear to be significantly underutilized compared
with the Jefferson lot. Utilization in the Jefferson lot as a whole was 43 percent, which while
greater than the overall utilization of the Washington Avenue lot, still falls well short of practical
capacity.
Third, the upcoming reconstruction of Main Street will result in the loss of free, on- street parking
for the duration of the project. It is important to preserve some short-term parking availability in
this lot. (The previous agenda item to increase free, 90- minute parking in the State Street lot will
also help to accommodate this loss of parking.)

I believe designating a few spaces in the southeast portion of the lot (the five easternmost spaces
in the southernmost row) as permit parking should help to accommodate people with long -term
parking needs while not adversely affecting the short-term supply in the area.
It should be noted that this request is for permit parking, not leased parking. The permit parking
spaces would be available on a first -come, first- served basis, and therefore could be used by
anyone with a valid permit, regardless of where they work.
