TRAFFIC REVIEW ADVISORY BOARD MINUTES
January 12, 2010

CALL TO ORDER
Chairman Kaprelian called the meeting to order at 4:00 p.m.
APPROVAL OF MINUTES
Mr. Kline moved to accept the December 8, 2009 minutes. Mr. Poeschl seconded
the motion. Motion carried (5-0).
NEW BUSINESS
Items #7 and #8 were heard first.
7. A REQUEST FOR NO PARKING ON VILAS AVENUE FROM MAIN STREET TO DIVISION
STREET. (CURRENT CONDITION: UNRESTRICTED PARKING.)
Mr. Kevin Uhen, Street Division Supervisor, said his concerns are with snow removal
operations and recycling collection with the new one-arm trucks. It’s a major safety concern.
Mr. Kline was in favor of this request.
Mr. Kline moved to accept the request. Mr. Rumlow seconded the motion. Motion
carried (5-0).
8. A REQUEST FOR NO PARKING ON RANDALL PLACE (NORTH AND SOUTH OF VILAS
AVENUE). (CURRENT CONDITION: UNRESTRICTED PARKING.)
Mr. David Groth, 821 Randall Place, was in favor of this request. He said the problem is
mostly with the rental property residents parking on the street. The residents park on both
sides of the street and he is unable to get out of his driveway. He has called the Police
Department several times about this situation.
Mr. Schuster asked if there was sufficient off-street parking available. Mr. Groth replied there
was.

Mr. Kline moved to accept the request. Mr. Schuster seconded the motion. Motion
carried (5-0).
Item # 1 was then heard.

1. A REQUEST FOR NO PARKING ON THE NORTH SIDE OF 9 AVENUE FROM 65 FEET
WEST OF MAIN STREET TO 165 FEET WEST OF MAIN STREET. (CURRENT
CONDITION: UNRESTRICTED PARKING.)
Mr. Strong clarified that this area was between the bump-outs.
Mr. Kaprelian moved to accept the request. Mr. Rumlow seconded the motion.
Motion carried (5-0).

2. A REQUEST FOR NO PARKING ON BOTH SIDES OF 9 AVENUE FROM 230 FEET
WEST OF MAIN STREET TO 262 FEET WEST OF MAIN STREET. (CURRENT
CONDITION: UNRESTRICTED PARKING.)
Mr. Kline moved to accept the request. Mr. Kaprelian seconded the motion. Motion
carried (5-0).

3. A REQUEST FOR NO PARKING ON BOTH SIDES OF 9 AVENUE FROM 30 FEET EAST
OF NEBRASKA STREET TO NEBRASKA STREET. (CURRENT CONDITION:
UNRESTRICTED PARKING.)
Mr. Kline moved to accept the request. Mr. Poeschl seconded the motion. Motion
carried (5-0).
4. A REQUEST FOR NO PARKING ON THE NORTH-SOUTH ALLEY FROM THE
JEFFERSON PARKING LOT TO WASHINGTON AVENUE, EAST OF MAIN STREET.
(CURRENT CONDITION: UNRESTRICTED PARKING.)
Mr. Kline said he had noticed a building that was set back off the alley and a vehicle was
parked there. He questioned if the intent of this request was to restrict that parking. Mr.
Strong replied that this ordinance change would not prohibit that vehicle from parking on
private property.
Mr. Kline moved to accept the request. Mr. Poeschl seconded the motion. Motion
carried (5-0).
5. A REQUEST FOR A YIELD SIGN AT THE INTERSECTION OF SOUTHLAND AVENUE
AND SULLIVAN STREET. (CURRENT CONDITION: UNCONTROLLED INTERSECTION.)
Mr. Kline was opposed to this request. He said we have no control over the traffic using the
private driveway.
Mr. Poeschl observed a motorist rolling through that intersection without looking either way
for oncoming traffic.
Mr. Strong said he had been contacted by three individual citizens on this problem.
Mr. Kline pointed out that there is fairly good sight distance at this intersection.

Mr. Kaprelian feels it is a problem with traffic coming from the shopping center.
Mr. Kaprelian suggested the owners place a sign that informs motorists using the driveway to
watch for cross traffic.
Mr. Schuster was in favor of this type of sign.

Mr. Kline suggested adding red flags to the sign
Mr. Kaprelian moved to accept the request. Mr. Kline seconded the motion. Motion
lost (0-5).
6. A REQUEST FOR NO PARKING IN THE ALLEY RUNNING EAST AND WEST FROM BAY
STREET TO MILL STREET, BETWEEN OTTER AVENUE AND WAUGOO AVENUE.
(CURRENT CONDITION: UNRESTRICTED PARKING.)
Mr. Kaprelian noted vehicles cannot be parked there now. He was in full support of this
request.
Mr. Poeschl noted with parked vehicles it is tough to navigate a vehicle through there.
Mr. Kline moved to accept the request. Mr. Poeschl seconded the motion. Motion
carried (5-0).
Items #9 and #10 were withdrawn by the requestor.
11. A REQUEST FOR A MID-BLOCK CROSSWALK ON PACKER AVENUE WEST OF
HARRISON STREET.
Mr. Kaprelian questioned how many people would be using the crosswalk.
Mr. Strong said the parking lot would be for 100 vehicles. This would primarily be used by
employees working during the first shift.
Mr. Kline was in favor of this request if the company is willing to pay for it and that it be
conditional on the installation of a city-approved flashing beacon system.
Mr. Kline moved to amend the request by adding “with the condition of the
installation of a City-approved flashing beacon system”. Mr. Poeschl seconded the
motion. Motion carried (5-0).
Mr. Kline moved to accept the amended request. Mr. Schuster seconded the
motion. Motion carried (5-0).
STAFF STATEMENTS
Mr. Strong gave a brief explanation on two new Wisconsin traffic laws: 1) U-turns permitted at
all controlled intersections unless the maneuver is prohibited otherwise, and 2) allowing a
vehicle to pass a left-turning vehicle on the right using a paved shoulder.

There being no other business to come before the Traffic Review Advisory Board, and
upon being duly moved and seconded (Kline, Poeschl), the meeting adjourned at 4:32
p.m.
