Gohde, Assistant Director of Public Works DATE: January 7, 2010 RE: Approval of Initial Resolution for Special Assessments for Paving, Sidewalk, Driveway and Utilities (new and relay) First local paving project. BACKGROUND This resolution is the initial resolution for allowing the City to assess abutting property owners for th th th improvements completed during the reconstruction of 4 Ave., 5 Ave. and 8 Ave. from I daho St. to th th th th Ohio St., Idaho St. from 4 Ave. to 6 Ave. and Dakota St. from 5 Ave. to 8 Ave. Also included are side streets to tie in the existing utilities and pavement. The assessable work will include concrete pavement, sidewalk, driveway aprons, sanitary sewer laterals (new and relay), storm sewer laterals and new water laterals ANALYSIS The resolution allows City Staff to proceed with preparing assessments for the abutting properties. A public hearing and final resolution need to be approved by the Council prior the assessments being levied on the properties. FISCAL IMPACT Assessments allow the City to recover a portion of the costs associated with projects from benefiting properties. Funding for the projects is included in the 20 10 Capital Improvement Program in the Street, Storm Sewer, Sanitary Sewer and Water Main sections.
