Gohde, Assistant Director of Public Works DATE: January 7, 2010 RE: Approval of Initial Resolution for Special Assessments for Paving, Sidewalk, Driveway and Utilities for North Main Street from the Fox River to Irving Avenue, including side streets BACKGROUND This resolution is the initial resolution for allowing the City to assess abutting property owners for improvements completed during the reconstruction of Main Street. Also included are side streets to tie in the existing utilities and pavement. The assessable work will include concrete pavement, asphalt pavement, sidewalk, driveway aprons, sanitary sewer laterals and storm sewer laterals. ANALYSIS The resolution allows City Staff to proceed with preparing assessments for the abutting properties. A public hearing and final resolution need to be approved by the Council prior the assessments being levied on the properties. FISCAL IMPACT Assessments allow the City to recover a portion of the costs associated with projects from benefiting properties. Funding for the projects is included in the 20 10 Capital Improvement Program in the Street, Storm Sewer and Sanitary Sewer sections. RECOMMENDATIONS I recommend approval of the initial resolution.
