MEMORANDUM
TO: Honorable Mayor and Members of the Common Council
FROM: Steven M. Gohde, Assistant Director of Public Works
DATE: January 7, 2010
RE: Approval of Initial Resolution for Special Assessments for Paving, Sidewalk, Driveway
and Utilities (new and relay) First local paving project.
BACKGROUND
This resolution is the initial resolution for allowing the City to assess abutting property owners for
improvements completed during the reconstruction of 4th Ave., 5th Ave. and 8 Ave. from Idaho St. to
Ohio St., Idaho St. from 4 Ave. to 6 Ave. and Dakota St. from 5 Ave. to 8 Ave. Also included are
side streets to tie in the existing utilities and pavement. The assessable work will include concrete
pavement, sidewalk, driveway aprons, sanitary sewer laterals (new and relay), storm sewer laterals and
new water laterals
ANALYSIS
The resolution allows City Staff to proceed with preparing assessments for the abutting properties. A
public hearing and final resolution need to be approved by the Council prior the assessments being levied
on the properties.
FISCAL IMPACT
Assessments allow the City to recover a portion of the costs associated with projects from benefiting
properties. Funding for the projects is included in the 2010 Capital Improvement Program in the Street,
Storm Sewer, Sanitary Sewer and Water Main sections.
RECOMMENDATIONS
I recommend approval of the initial resolution.
Respectfully Submitted,
