RE: Addendum 1 of Engineering Services Agreement —
400 Block East (Jefferson) Lot, Dumpster Enclosures / T.R. Karrels & Associates
The City retained T.R. Karrels & Associates to perform design and construction monitoring services
related to the three (3) dumpster enclosures in the reconstructed 400 Block East (Jefferson) parking lot.
As the design portion of the project proceeded, we asked the firm to support a public outreach meeting
and to modify the enclosure designs to make them more responsive to the needs of property owners. In
addition, as the project proceeded, it became evident that there was a need to engage the capabilities of
the firm to perform design and construction monitoring services for the masonry wall being built along the
western edge of the pedestrian mall. It made sense to add this to T.R. Karrels' scope of work, due to their
familiarity with the project.
The proposed fee for the change order is $8,380, bringing the total value of their contract to $20,380. The
initial cost estimate presented to the Council on July 28 for the entire project assumed that this addendum
would be required; therefore, this change order will not affect the total project cost.
Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature,
including engineering services, may be approved by the City Manager without the use of formal, sealed
quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this report regarding this
contract award. Funds for these services are budgeted in the Property Improvements section of the 2009
CIP.

RE: Award of Engineering Services Agreement —
Design Services for Melvin Avenue Storm Water Pump Station / AECOM
Technical Services. ( AECOM)
The Department of Public Works requested a proposal from AECOM Technical Services to
perform design related services for the Melvin Avenue Storm Water Pump Station. The
services will include geotechnical exploration, structural, process, architectural and site design
(including landscaping) and plan and specification preparation.
AECOM was chosen due to their history of storm water modeling within the City and their
history with design of similar types of stations at other locations throughout the upper Midwest.
The cost of these design services is estimated not to exceed $151,800.
Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized
nature, including engineering services, may be approved by the City Manager without the use of
formal, sealed quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this
report regarding this contract award. Funding for these services is available in the Storm Water
Utility portion of the Capital Improvements Program.
