PRESENT: James Kaprelian, Stan Kline, Bob Poeschl, Dennis Rumlow, Timothy Schuster and Don Seybold ABSENT: Gene Kubasta STAFF: Christopher Strong, Transportation Director Jennifer Weigand, Recording Secretary CALL TO ORDER Chairman Kaprelian called the meeting to order at 4:00 p.m. APPROVAL OF MINUTES Mr. Kline moved to accept the October 13, 2009 minutes. Mr. Poeschl seconded the motion. Motion carried (6-0). NEW BUSINESS 1. A REQUEST FOR NO PARKING, STOPPING, STANDING OR WAITING ON THE NORTH TH SIDE OF 18 AVENUE FROM OREGON STREET TO 150 FEET WEST OF OREGON STREET, BETWEEN 7:30 A.M. AND 3:00 P.M. ON SCHOOL DAYS. [CURRENT CONDITION: NO PARKING, STOPPING, STANDING OR WAITING]. Mr. Kaprelian questioned if 3:30 p.m. might be a better time. Mr. Strong said he had selected 3:00 p.m. so as to be consistent with some other signage in the area. Board members indicated that it was important to keep the time limits consistent in the area. Mr. Poeschl pointed out that there are after school activities held at Smith School. Mr. Kline moved to accept the request. Mr. Kaprelian seconded the motion. Motion carried (6-0). 2. A REQUEST FOR NO PARKING ON THE WEST SIDE OF ARIZONA STREET FROM 70 FEET THTH NORTH OF 18 AVENUE TO 140 FEET NORTH OF 18 AVENUE. [CURRENT CONDITION: UNRESTRICTED PARKING]. Mr. Poeschl questioned if this would be enough space for parking. Mr. Strong said this was an incremental approach to provide some parking on the east side of the road. Mr. Kaprelian felt this was a good compromise for this school. Mr. Kline moved to accept the request. Mr. Kaprelian seconded the motion. Motion carried (6-0). TH 3. A REQUEST FOR LOADING ZONE ON THE EAST SIDE OF ARIZONA STREET FROM 18 TH AVENUE TO 150 FEET NORTH OF 18 AVENUE, BETWEEN 7:30 A.M. AND 3:00 PM ON SCHOOL DAYS. [CURRENT CONDITION: NO PARKING]. 2 TRA MINUTES Page DECEMBER 8, 2009 Mr. Kline moved to accept the request. Mr. Poeschl seconded the motion. Motion carried (6-0). TH 4. A REQUEST FOR A BUS LOADING ZONE ON THE NORTH SIDE OF 11 AVENUE FROM MINNESOTA STREET TO 138 FEET EAST OF MINNESOTA STREET, BETWEEN 7:30 A.M. AND 4:30 P.M. ON SCHOOL DAYS. [CURRENT CONDITION: NO PARKING, STOPPING, STANDING OR WAITING BETWEEN 7:30 A.M. AND 4:30 P.M. ON SCHOOL DAYS]. Mr. Kline moved to accept the request. Mr. Poeschl seconded the motion. Motion carried (6-0). 5. A REQUEST FOR 1-HOUR PARKING ON THE EAST SIDE OF IDAHO STREET FROM 50 FEET SOUTH OF WITZEL AVENUE TO 120 FEET SOUTH OF WITZEL AVENUE [CURRENT CONDITIION: NO PARKING]. Mr. Kaprelian questioned if this would create enough parking spaces. Mr. Strong replied that the short-term parking is for customers. If additional parking is needed, there is an additional area available on the west side of the street for parking. Mr. Kline moved to accept the request. Mr. Schuster seconded the motion. Motion carried (6-0). 6. A REQUEST TO UPDATE THE SNOW EMERGENCY ORDINANCE. Mr. Strong explained to the Board the proposed amendments to the snow emergency ordinance and the snow removal operations parking restrictions. Mr. Kline moved to approve the update. Mr. Poeschl seconded the motion. Motion carried (6-0). STAFF STATEMENTS 7. FOLLOW-UP ON TRAFFIC SIGNAL REQUESTS. A) HARRISON STREET AND MURDOCK AVENUE Mr. Schuster, who travels through this intersection daily, felt the four-way stop works fine and he didn’t think it would be a big issue during the few months the intersection of Jackson Street and Murdock Avenue would be closed. B) JACKSON STREET AND PACKER AVENUE Mr. Kline did not feel it was warranted. Mr. Schuster felt the only place a pedestrian may be going would be the St. Vincent de Paul store and it can be accessed via Wisconsin Street. Mr. Seybold noted most of the residential areas are on the west side of Jackson Street. TH C) 29 AVENUE AND OREGON STREET Mr. Strong noted that this signal is on hold at this time due to the possible expansion of the Oshkosh Corp. south plant, which would move 400 parking spaces to the south side of Waukau th Ave. This would eliminate the need for a signal at 29 Avenue and likely re-direct the need to Waukau Avenue. 3 TRA MINUTES Page DECEMBER 8, 2009 AGENDA ITEMS FOR THE NEXT MEETING None. There being no other business to come before the Traffic Review Advisory Board, and upon being duly moved and seconded (Kline, Schuster), the meeting adjourned at 4:30 p.m.
