PURPOSE: AWARD BID FOR VACUUM STREET SWEEPER /CHASSIS
FROM BRUCE MUNICIPAL EQUIPMENT, INC. FOR STREET
DIVISION ($191,194.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for one (1)
vacuum street sweeper /chassis for Street Division; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

Vacuum Street Sweeper & Chassis Bid
BACKGROUND
In the 2010 CIP the Street Division identified the need for a vacuum street sweeper and chassis to
replace a 2000 Schwarz sweeper that continues to require extensive repairs due to its age and
operating hours (over 13,000 hours). In 2009 alone the 2000 sweeper required repairs that
attributed to an average operating cost of $48.97 per hour versus a normal average of
approximately $17.22 per hour. The Street Division is proposing a more effective and adaptable
vacuum sweeper unit that that uses two sweeper heads instead of the single head on the 2000 unit.
Council approved the inclusion of the sweeper in the 2010 CIP budget.
ANALYSIS
Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals
seeking vendors for a vacuum street sweeper and chassis. Bid requests were sent to street
sweeper vendors who have bid in previous years. In addition the bids were advertised in the local
paper and posted online on NovusVendor. Bids were received on December 14, 2009. The bid
tabulation is attached.
FISCAL IMPACT
Replacement of the street sweeper will result in a fiscal impact of $191,194 with trade. This item
was budgeted in the 2010 CIP equipment replacement at $185,000. Ordering this
sweeper /chassis before the end of 2009 will save the city approximately $25,000 in pricing
increases that would go into effect after January 1, 2010. Funding for this item would be charged
to the Street Division CIP account: 561- 2010 -1786- 00000.
RECOMMENDATION
Working with the Street Division, Purchasing reviewed the sole bid received and is
recommending the Common Council award the bid to Bruce Municipal Equipment, Inc. in the
amount of $191,194. This sweeper /chassis is expected to arrive in approximately 120 days.
