HomeMy WebLinkAbout09-476DECEMBER 22, 2009 09 -476 ORDINANCE FIRST READING (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVAL OF LOADING ZONE CHANGES ON ARIZONA STREET AND 11TH AVENUE AND PARKING REGULATIONS CHANGES ON ARIZONA STREET, CHERRY STREET, IDAHO STREET, 6TH AVENUE AND 18TH AVENUE INITIATED BY: TRANSPORTATION DEPARTMENT A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27- 23(A-5) AND 27- 23(A -11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO LOADING ZONES AND PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27- 23(A -5) of the Oshkosh Municipal Code pertaining to loading zones is hereby amended as follows: A -5 LOADING ZONES Add Thereto Arizona Street, east side, from 150 feet north of 18th Avenue to 18th Avenue, between 7:30 a.m. and 4:30 p.m. on school days. Add Thereto 11th Avenue, north side, from Minnesota Street to 138 feet east of Minnesota Street, between 7:30 a.m. and 4:30 p.m. on school days. SECTION 2. That Section 27- 23(A -11) of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS ARIZONA STREET Remove Therefrom No parking, west side, from 18th Avenue to 70 feet north between 7:30 a.m. and 4:30 p.m. on school days. Add Thereto No parking, west side, from 18th Avenue to 140 feet north between 7:30 a.m. and 4:30 p.m. on school days. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. DECEMBER 22, 2009 09 -476 ORDINANCE FIRST READING CONT'D SECTION 4. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #09 -476 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27- 23(A -5) AND 27- 23(A -11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO LOADING ZONES AND PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on January 12, 2010. The ordinance pertains to loading zone changes on Arizona Street and 11th Avenue, and parking regulations changes on Arizona Street, Cherry Street, Idaho Street, 6th Avenue and 18th Avenue. Rohloff, City Manager FROM: Christopher Strong, Transportation Director DATE: December 16, 2009 RE: Explanation of Traffic Regulations Ordinance Changes SECTION 1: SECTION 27 -23 (A -5) LOADING ZONES In reference to Arizona Street, see item #1 under Section 2. A REQUEST FOR A BUS LOADING ZONE ON THE NORTH SIDE OF 11 AVENUE FROM MINNESOTA STREET TO 138 FEET EAST OF MINNESOTA STREET, BETWEEN 7:30 A.M. AND 4:30 P.M. ON SCHOOL DAYS. (CURRENT CONDITION: NO PARKING, STOPPING STANDING OR WAITING BETWEEN 7:30 A.M. AND 4:30 P.M. ON SCHOOL DAYS.) This is a school request. Current ordinance language does not provide for a loading zone on the perimeter of Jefferson School. This makes it difficult for buses to find a safe place to pick up and drop off students. The school recommended this location as one that works well with the layout of the school property. This request has negligible effect on the availability of parking on the perimeter of the school, and should help to better serve students who rely on the bus for transportation to and from school. PASSED BY TRAFFIC REVIEW BOARD (6 -0). SECTION 2: SECTION 27 -23(A) PARKING REGULATIONS A REQUEST FOR NO PARKING ON THE WEST SIDE OF ARIZONA STREET FROM 70 FEET NORTH OF 18 AVENUE TO 140 FEET NORTH OF 18 AVENUE. (CURRENT CONDITION: UNRESTRICTED PARKING.) These are school requests These requests are intended to deal with traffic congestion which occurs around Smith School's student arrival and release times. There is currently limited area available for parents to pick up or drop off children As a likely result, some parents may choose to park in areas where parking is prohibited and /or pedestrian safety is jeopardized. These requests, if approved, would create a new loading zone on the east side of Arizona Street which would provide additional space for parents' vehicles. (This would extend the loading zone which currently exists between 18 and 19 Avenues.) In November 2007, the Traffic Review Advisory Board considered a pair of parking - related requests on Arizona Street, which sought to address similar congestion issues. The minutes from that meeting indicated that there was some concern about extending the no parking area on the west side of the street, and that the requests would reduce on- street parking availability due to a fire hydrant on the east side of the street. It appears the Board was interested in making some changes to address congestion issues near the school, but was not convinced that those changes were the best ones. Consequently, the Board rejected the requests with the idea that other proposals could be considered by the Board in the future. Page 2 of 3 12 -16 -09 Compared to the rejected requests, the new requests shorten the loading zone and the no parking area, which should address some concerns. In addition, parking stays on the west side of the street, which avoids the concern about the placement of fire hydrant. This proposal is somewhat unusual in that vehicles traveling on Arizona Street would not have a straight travel path, if vehicles were parked or loading children in their appropriate places. Vehicles might veer toward the east side of the road in the northern section of Arizona Street, and toward the west side of the road in the southern section. I don't believe this should be a safety concern, as this is a narrow street (26 feet) with relatively low traffic volumes (less than 300 vehicles per day), and this type of condition would only occur during the times when the loading zone is being used. I think these requests, while not ideal, represent a balance between the concerns of the school and adjacent neighbors, and could help to reduce some of the congestion and safety concerns near the school. PASSED BY TRAFFIC REVIEW BOARD (6 -0). CHERRY STREET Ordinance correction. A REQUEST FOR 1 -HOUR PARKING ON THE EAST SIDE OF IDAHO STREET FROM 50 FEET SOUTH OF WITZEL AVENUE TO 120 FEET SOUTH OF WITZEL AVENUE. (CURRENT CONDITION: NO PARKING.) This is a Transportation Department request. In 2005, the east side of Idaho Street between Witzel Avenue and 3 d Avenue was established as a no parking zone. This no parking area was established because the yard waste drop -off site was relocated from Witzel Avenue to Idaho Street, and the Public Works Department was concerned about vehicle conflicts on Idaho Street. The Parks Director's office is in the process of being relocated from City Hall to the Parks Maintenance Building, at the southwest corner of Witzel Avenue and Idaho Street. It is expected that this move will increase the volume of traffic to this building. In order to help accommodate this traffic while not reintroducing long -term vehicle conflicts, this request would provide a short -term parking area for a few vehicles. The 1 -hour duration would ensure that the parking is used by people conducting business at the Parks Maintenance building, not Parks Department employees (who parked there prior to 2005 but now use other locations for parking). The street's pavement width is 34 feet, which is normally sufficient for a local street to allow parking on both sides. Parking is not available on the west side of the street. East of the existing pavement, there is a wide gravel area which can allow for vehicles to park without encroaching in the roadway. In the winter months, the Streets Division has indicated that it may be able to clear some snow from the gravel area, so as to keep parked vehicles further away from moving traffic. Parking continues to be restricted in the immediate proximity of Witzel Avenue and the northern gate, so that this request should not introduce concerns with sight distance restrictions. PASSED BY TRAFFIC REVIEW BOARD (6 -0). 6 th AVENUE Ordinance correction. A REQUEST FOR NO PARKING, STOPPING, STANDING OR WAITING ON THE NORTH SIDE OF 18 AVENUE, FROM OREGON STREET TO 150 FEET WEST OF OREGON STREET, BETWEEN 7:30 A.M. AND 3:00 P.M. ON SCHOOL DAYS. (CURRENT CONDITION: NO PARKING, STOPPING, STANDING OR WAITING.) This is a school request. Page 3 of 3 12 -16 -09 This is a minor change which would allow people to park in this area outside of school hours. This change would allow people to park in this area for evening events at the school, as well as other activities in the neighborhood. As the paved width here is 36 feet, I do not anticipate this change introducing any traffic safety challenges. PASSED BY TRAFFIC REVIEW BOARD (6 -0).
