PURPOSE: AUTHORIZE SUBMISSION OF AN APPLICATION TO
WISCONSIN SMALL CITIES COMMUNITY BLOCK GRANT —
EMERGENCY ASSISTANCE PROGRAM FOR SOUTH PARK
POND EXPANSION AND JAMES ROAD DETENTION BASIN
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, Federal monies are available under the Wisconsin Small Cities
Community Development Block Grant - Emergency Assistance program, administered by
the State of Wisconsin, Department of Commerce, Bureau of Community Finance, for
the purpose of disaster recovery, and
WHEREAS, a public hearing will be held regarding this grant application, on
December 3, 2009, prior to submittal of the application; and
WHEREAS, after due consideration, the City Council has recommended that an
application be submitted to the State of Wisconsin for the following projects: South Park
Pond Expansion, and James Road Detention Basin; and
WHEREAS, it is necessary for the City Council to approve the preparation and
filing of an application for the City of Oshkosh to receive funds from this program; and
WHEREAS, the City Council has reviewed the need for the proposed projects
and the benefits to be gained therefrom;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Oshkosh does approve and authorize the preparation and filing an emergency
application for funds under this program in accordance with this resolution; and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and
directed to execute any and all documents required for purposes of the same, and is
further authorized and directed, if said grant is awarded, to accept such funds, pursuant
to the terms of the grant application.

Authorize Submission of an Application to Wisconsin Small Cities Community Block
Grant — Emergency Assistance Program for South Park Pond Expansion & James Road
Detention Basin
BACKGROUND
The Wisconsin Department of Commerce recently allocated $75 million in funds to the Community
Development Block Grant Program (CDBG) Emergency Assistance Program. This funding is only
available to communities within the thirty one (31) counties that were affected by Presidential Disaster
Declaration FEMA- 1768 -DR -WI in June of 2008 for flooding. The City of Oshkosh typically receives
CDBG funding directly from the federal government, not the State of Wisconsin, however, this program is
available to all communities that were affected by the disaster declaration.
ANALYSIS
The CDBG programs primarily fund projects that have benefits to mapped Low to Moderate Income (LMI)
Tracts. Therefore, the storm water management projects proposed for construction in the next couple
years were analyzed for impact to LMI tracts, and those with the greatest impact were selected to be
included in this grant application. The East Central Wisconsin Regional Planning Commission
(ECWRPC) is assisting with the writing of the grant application.
FISCAL IMPACT
The CDBG -EAP grant program will fund approximately 30% of the project cost. Between the two projects
being applied for, this equates to approximately $2.4 million in grant funding. This funding would reduce
City costs in the 2010 CI P, and in future years CI P.
RECOMMENDATIONS
I recommend authorizing the submittal of this grant application.
