WHEREAS, one of the goals of the Sustainability Advisory Board is to reduce GHG (greenhouse
gas) emissions from municipal owned or operated facilities, such as buildings.
WHEREAS, the US EPA strongly recommends its Energy Star program, and specifically Energy Star's
free and online "Portfolio Manager" software, for the purpose of improving building efficiency and
thereby reducing GHG emissions.

WHEREAS, ICLEI strongly recommends the use of Energy Star's "Portfolio Manager" software along
with its own CACP greenhouse gas inventory software, and the Portfolio Manager software can export
data into ICLEI's CACP software, thereby automating the process of updating the city's GHG inventory
of city -owned or operated buildings.

WHEREAS, according to the Energy Star website, some service providers can facilitate "automated
benchmarking," which means that they can automatically import the energy usage data of a portfolio of
buildings into Energy Star's Portfolio Manager software on a monthly basis.

WHEREAS, McKinstry Co, LLC, has been hired by the City of Oshkosh to do an energy audit and help
the City make its buildings more energy efficient, and McKinstry is listed on the Energy Star website as a
service provider that has benchmarked hundreds of buildings with Energy Star's Portfolio Manager
software.

BE IT RESOLVED, the Sustainability Advisory Board recommends that the City Manager implement
automated benchmarking of all City -owned or operated buildings with Energy Star's Portfolio Manager
software, and automatically update its GHG inventory of City -owned or operated buildings by exporting
the relevant data from Portfolio Manager into ICLEI's CACP software on a yearly basis.
BE IT FURTHER RESOLVED, the Sustainability Advisory Board recommends that the City Manager
bring all City -owned or operated buildings up to the Energy Star efficiency standard for buildings, where
applicable, and get those buildings Energy Star verified and labeled as soon as possible, and seek to
implement all energy efficiency measures that have a net negative life -cycle cost.
