CALL TO ORDER
Chair David Sparr called the meeting to order and a quorum was declared present.
MINUTES OF SEPTEMBER 15 MEETING
Dave Hetzel moved approval of the September 15, 2009 minutes as presented. Kurt Koeppler seconded the
motion which passed unanimously.
POLICING /TRAFFIC/PARKING ISSUES
Matt Kroening gave a status of the closure of Market Street for the Grand Opera House and partial closures of
Pearl Avenue Commerce Street and the High Avenue Parking Lot for utility construction. Sergeant Kroening
also gave an update concerning ordinance changes for city controlled parking lots and on street parking
regulations. Lastly, Sergeant Kroening gave an update regarding the Juggalo situation at Opera House Square.
Maureen Lasky indicated concerns with the possible simultaneous closures of N. Main Street and Market Street
in 2010. Michael Russell inquired to Sergeant Kroening if the Oshkosh Police could be more lenient enforcing
parking violations due to loss of available parking until the utility construction is completed.
MONTHLY FINANCIAL REPORT
Megan Lang inquired where the $5,000 for the Back Door Facade Project originated. Mr. Nau replied that the
money came from the reserves, transferred to the Beautification Fund and expended to the Oshkosh Community
Foundation leaving a balance of $60,088.08 in the reserve. Jeffrey Jahnke moved approval of the financial
report. Megan Lang seconded the motion which passed unanimously.
BID MANAGER AND SUBCOMMITTEE REPORTS
Recruitment Fund Grant
Jay and Julie Karner, agents for Crescent Moon Antiques and Salvage, 538 N. Main Street is in process of
renovating and moving to 537 N. Main Street, requested approval to receive a RFG $5,000 grant. The
Recruitment Fund Grant Committee recommended approval for the grant at its last meeting. Kurt Koeppler
moved approval of the $5,000 grant. Michael Russell seconded the motion which passed unanimously.
Halloween
The Marketing Consortium is moving ahead with plans for the Halloween events and has reserved the park
from October 26 until October 29 with the events occurring on the 29th. Several new activities and elements
will be added.
400 Block East Parking Lot Reopening/Raising Dough for the Grand Event/November Gallery Walk
Fundraising activities scheduled at the Wagner Opera House 12:00 -4:00 pm on November 7th. Events include
a pizza bakeoff, music and display of decorated parking meters which are to be raffled or auctioned off with
proceeds going to the Grand Opera House. It is anticipated that the parking lot reconstruction should be
complete so attendees will be able to utilize the lot.

Holiday
The Holiday Parade will be at night this year, on Thursday, November 12. The tree lighting will also take place
at Opera House Square and has been scheduled for 6:00 with the parade following at 6:30.
Beautification Subcommittee
The new holiday garland has been ordered and should arrive shortly. The new snowflakes have arrived and
have been strung with LED lights. The condition of the lights in the trees bordering Opera House Square need
to be inspected /repaired /replaced in the next few weeks.
2010 Committee
Blue Door Consulting has finished its report. The reports have been distributed and their findings will be
discussed at the November meeting.
Facade Programs
Work is progressing on both front and rear facade program projects. Several projects have or are nearing
completion.
Farmers Market
The 2009 Farmers Market has concluded for the year.
400 Block East Parking Lot
Affected tenants /owners should have received parking permits and new rules for the reconstructed Parking Lot.
2010 MARKETING CONTRACT STATUS
Chairperson Sparr briefly explained the contents and intent of the Communications Plan Report compiled by
Blue Door Consulting. He asked that the BID Board review the report for discussion at the November meeting.
WAUSAU CONFERENCE
Maureen Lasky requested approval to utilize funds for herself and one additional Main Street business owner to
attend The Recapturing Your Downtown Conference in Wausau on October 22" Jim Stapel moved for
approval allowing attendance of the conference. Megan Lang seconded the motion which passed unanimously.
2010 BUDGET DISCUSSION AND APPROVAL
The overall assessment has dropped from $152,950 in 2009 to $152,350 proposed for 2010. $63,000 from 2009
will be carried over into 2010 as reserve for future projects. A question arose if it was necessary to include the
funding for the Recruitment Grant Program due to the 2010 Main Street construction. It was discussed that
there still may be a need for the money and funds can be transferred for other uses if the need arises. Jeff
Jahnke moved for approval for the 2010 Budget. David Hetzel seconded the motion which passed
unanimously.
400 EAST PARKING LOT STATUS
No one from the contractor or city was available to present a status report. Todd Cummings indicated
construction was progressing despite a few minor delays. The parking lot is scheduled to be opened to the
public on October 31s weather permitting.
