RE: Stormwater Utility Committee information
Per our discussion, I am writing to provide additional information regarding the Stormwater Utility
Committee. A description of the membership and function includes the following:
Committee Structure
The Committee was created by ordinance in 2003. The duty of the Committee is defined in Section 2 -59.1
of the Municipal Code to "...provide advice and recommendations to the Council concerning stormwater
utility planning, projects, rates and credits, and shall conduct all appeals... ". The Committee consists of
five (5) citizen members appointed by the Mayor. Each member serves a three (3) year term. The
Committee acts as an advisory committee to the Common Council and the Committee also makes
decisions regarding appeals to the Stormwater Utility service charge.
Meeting Schedule
The Committee meets on an as needed basis to review items prior to forwarding to Council. The
Committee reviews the schedule for the next meeting date and time at each meeting. The Committee will
schedule future meetings based on the input required for various agenda items. The meeting dates also
vary depending on the availability of Committee members due to work /travel schedules. As of this time,
the Committee has typically decided to hold their meeting from 7:30 a.m. to 9 a.m.
Meeting Format/Televising
The Committee meetings are typically of a technical work session in nature. Maps and documents are
often laid out on the table as part of the agenda item discussion. This form of meeting makes televising
difficult. The Stormwater Utility Committee meetings are similar to the Plan Commission Workshop
sessions which are not televised.
I hope this provides clarification for the current practices of the Stormwater Utility Committee. Please let

SECTION 2 -59.1 STORM WATER UTILITY APPEALS BOARD
(A) Membership and Terms
The Storm Water Utility Appeals Board shall consist of five (5) members
appointed for a term of three (3) years.
(B) Functions and Duties
The Board shall provide advice and recommendations to the Council concerning
stormwater utility planning, projects, rates and credits, and shall conduct all
appeals, pursuant to Sections 24- 14(C)(9) and (10) of this Code.
