Approval of bills presented by the Director of Finance.
RACE FOR THE LIGHT
Approval to Christine Ann Domestic Abuse Services, Inc. to utilize Menominee Park and
facilities, and portions of Broad Street, Irving Avenue, Hazel Street, Siewert Trail, Pratt Trail,
Merritt Avenue, Lakeshore Drive and Washington Avenue on Saturday, December 5, 2009,
from 5:00 p.m. to 6:00 p.m., for their annual Race for the Light Fun Run/Walk, in accordance
with the attached letter of request.
FARMERS' MARKET 2010
Approval to the Oshkosh Saturday Farmers' Market Committee to utilize the City Hall parking
lot each Saturday, from June 5 through October 16, 2010, from 6:00 a.m. to 1:00 p.m., for their
annual Saturday Farmers' Market, in accordance with the attached letter of request.
CABELA'S MWC/NTC TOURNAMENT
Approval to Cabela's Masters Walleye Circuit to utilize Menominee Park and facilities from
Tuesday, June 1 through Monday, June 7, 2010, from 5:00 a.m. to 8:00 p.m., for their annual
MWC/NTC Fishing Tournament, in accordance with the attached letter of request.
NOISE VARIANCE FOR WISCONSIN DEPARTMENT OF TRANSPORTATION
Approval to grant a noise variance to the Wisconsin Department of Transportation for
upcoming work in 2010 on various projects along the Highway #41 corridor, in accordance
with the attached letter of request.
POLAR PLUNGE EXTENDS HOURS
Approval to the organizers of the previously approved Polar Plunge to extend their hours on
Friday, February 19, 2010, from 5:00 p.m. until 10:00 p.m., for an appreciation party inside the
main tent, in accordance with the attached e -mail of request.

On Saturday, 5 December 2009, Christine Ann Domestic Abuse Services, Inc. (CADASI) will hold
its sixth annual Race for the Light fun run /walk to raise money to support its mission. This family -
oriented event's highlight is the Oshkosh Celebration of Lights in Menominee Park, a portion of
the course winds through the lights in the park giving the participants a different view of this
wonderful exhibit.
CADASI is requesting the permission of the City of Oshkosh to use portions of Broad Street,
Irving Avenue, Hazel Street, Siewert Trail, Pratt Trail, Merritt Avenue, Lakeshore Drive and
Washington Avenue from 5:00 pm to 6:00 pm on 5 December 2009.
The course begins at the Boys and Girls Club Teen Center on Broad and heads north to Irving,
turns east on Irving to Hazel, then north on Hazel to Siewert Trail. At Siewert Trail the course
turns into the boat launch parking lot and enters Pratt Trail and proceeds through the Celebration
of Lights. The course exits Menominee Park at the intersection of Merritt and Linde turning east
on Merritt to Lakeshore Drive and then west on Washington to Broad turning north on Broad and
finishing in front of the Boys and Girls Club. A map of the course is enclosed.
Last year we set an all -time record of four hundred eighty -eight runners. For 2009 we are
anticipating well over five hundred (500) runners.
CADASI thanks the City of Oshkosh for its consideration of this request and looks forward to the

Dear Mr. Rohloff,
Although it's hard to believe, the Oshkosh Saturday Farmers Market committee is already preparing for the
2010 market season! As the 2009 season ended there were many vendor inquiries for next year. We
anticipate another successful twenty weeks and have again prepared an extensive calendar of events for the
community to enjoy.
At this time, we are requesting use of the Oshkosh City Hall parking lot each Saturday from June 5, 2010
through October 16, 2010 from 6:00 a.m. until 1:00 p.m. Our liability insurance again will be
donated/provided by Oshkosh Rotary Southwest and this support is gratefully acknowledged along with the
continued City support.

Dear Park Coordinator:
This letter is to confirm our use of your site (Menominee Park) for a Cabela's MWC/NTC tournament, June 5 & 6, 2010.
Those tournament dates are a Saturday and Sunday. We will arrive for set up of our stage and weigh -in system on
Tuesday evening, June 1" late afternoon or Wednesday, June 2 Tear down will begin as soon as the tournament checks
are cut on Sunday afternoon. We will be fully vacated by Monday morning at 8:00am. Our service tech trailers may
show up as early as Saturday, May 30"' depending on their schedule. In past years, they have set up on the north end of
the park close to the open field but still with accessibility to electricity.
Our set up will include:
• Stage and Scale
• Tanks and Release Set -Up
• Tournament Trailers
• Service Tech Trailers (Ranger Boats, Mercury, Yamaha, Lowrance, etc.)
• Signs, Balloons and Banners
• Display vehicles and boats
We will need regular 110 electrical service for our own tournament trailer and stage /scales. The service tech trailers will
also need 110 hook -up.
We will need bleachers to be set in the grassy area just off the pick -up dock area along the paved path.

Dear Mr. Patek,
I am writing on behalf of the Wisconsin Department of Transportation requesting City of
Oshkosh to grenat WisDOT a noise variance work on US 41 for Projects 1120- 11 -83;
US 41/45 Interchange; 1120- 10 -72; US 41 /9 Avenue Interchange; 1120- 10 -73; US 41
Mainline work from STH 44 to Witzel Avenue; 1120- 10 -79, WIS 44 over US 41 Structure
Painting; 1120 -10 -71 20 Avenue Bridge replacement; 1120 -09 -83 US 41 Northbound
widening from US 45 to Breezewood Lane. These projects will generally start
construction in 2010 and be completed in 2011.
We are requesting this variance due to the large traffic volumes on US 41 and trying to
reduce congestion during construction. We will need to complete some phases of the
work at night to avoid traffic backups on US 41. The type of work to be done may be
grading, asphalt paving, traffic control and other phases that need to be done without
impacting traffic.
WisDOT previously requested in August 2008 and were approved for noise variances
for bridge demolition and girder placement for Witzel Avenue, 9 Avenue and 20
Avenue structures. This new request covers other aspects of the work beyond the
structures.
The contractor and WisDOT will be communicating exact dates of work after the
projects are let and awarded.
We will be requesting other noise variances on other work on the US 41 project in the
future. I foresee reqests for the US 41/21 interchange area as well.
Please let me know if you would like me to attend any City Council meetings to discuss
this request. We would like the City to responds to this request by December 15, 2009.

Hi Jackie! At the City Council meeting on July 28th the council approved Special Olympics request hold our annual
Polar Plunge at Menominee Park and utilize facilities from Wednesday through Saturday, from 10:00 AM — 5:00
PM each day. We would like to extend the length of time in which we use facilities on Friday, February "th to until
10:00 PM.
2010 will be our 10th anniversary of the Oshkosh Polar Plunge and we would like to hold a Plunger appreciation
party inside the Main Event Tent from 5:00 PM — 10:00 PM that evening.
Thank you for your consideration and allowing Special Olympics to hold our event at Menominee Park!
