PURPOSE: APPROVAL OF CHANGES TO SHORT -TERM PARKING AREAS IN
THE JEFFERSON LOT AND PERMIT PARKING AREAS IN THE
OTTER EAST PARKING LOT
INITIATED BY: PARKING UTILITY COMMISSION
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27-
23(A -11) AND 27 -48 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS AND PERMIT
PARKING AREAS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27- 23(A -11) of the Oshkosh Municipal Code pertaining
to parking regulations on designated streets and alleys is hereby amended as follows
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
JEFFERSON LOT
Remove Therefrom 90- minute parking, between the hours of 9:00 a.m. and
6:00 p.m. daily, except on Sundays and holidays, for
the portion of the lot west of the pedestrian mall, the
northern and southern rows of stalls, and the eastern
row of stalls next to the western driving aisle.
Add Thereto 2 -hour parking, between the hours of 9:00 a.m. and
6:00 p.m. daily, except on Sundays and holidays, for
the portion of the lot west of the pedestrian mall, the
northern and southern rows of stalls, and the eastern
row of stalls next to the western driving aisle.
SECTION 2. That Section 27 -48 of the Oshkosh Municipal Code pertaining to
permit parking areas is hereby amended as follows:

SECTION 27 -48 PERMIT PARKING AREAS
(A) City -Owned Parking Lots
Remove Therefrom (5) Otter East Lot, excepting therefrom the two most
southwesterly stalls, and the four (4) most northwesterly stalls
Add Thereto (5) Otter East Lot, excepting therefrom the four (4) most
northwesterly stalls
SECTION 3. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 4. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #09 -435(A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTIONS 27- 23(A -11) AND 27 -48 OF THE OSHKOSH MUNICIPAL CODE
PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND
ALLEYS AND PERMIT PARKING AREAS), on November 10, 2009. The ordinance
pertains to changes in short -term parking regulations in the Jefferson parking lot and
permit parking areas in the Otter East parking lot.

RE: EXPLANATION OF CHANGES TO SHORT -TERM PARKING AREAS IN
THE JEFFERSON LOT AND PERMIT PARKING AREAS IN THE
OTTER EAST PARKING LOT
The purpose of this ordinance is to change the duration of short-term parking areas in the
Jefferson parking lot and to modify the spaces governed by permit parking in the Otter East
parking lot.
Section 1: Section 27- 23(A -11) Parking Regulations on Designated Streets and Alleys
In general, the Parking Utility has sought to provide free, short-term parking areas in order to
effectively serve the needs of nearby properties. The general practice has been to establish 2 -hour
free parking areas on streets, and 90- minute free parking areas in off - street municipal lots.
A couple of business owners from the east side of the 400 block of North Main Street attended
the October 14, 2009 Parking Utility Commission meeting to express their concern that 90
minutes of free parking was not adequate for their customers. The Parking Utility Commission
considered and approved (4 -0) a motion to change the 90 minute free parking spaces to 2 -hour
free parking spaces. The Commission indicated that this would be a trial which should be
evaluated before being considered for implementation at other parking lots.
Section 2: Section 27 -48 Permit Parking Areas
This section makes a technical correction in the ordinance language. Under the original language,
no parking rules were prescribed for the two southwestern spaces in this lot. This change
converts those spaces to permit parking, as has been done in the majority of the rest of this lot.
There are currently no capacity issues at this parking lot, so this change should not have an
adverse impact on current parking lot users.
