PURPOSE: APPROVAL OF PARKING REGULATIONS CHANGES ON IOWA
STREET, MINNESOTA STREET, STERLING AVENUE, 6TH
AVENUE AND 18TH AVENUE
INITIATED BY: TRANSPORTATION DEPARTMENT
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27-
23(A-5) AND 27- 23(A -11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
LOADING ZONES AND PARKING REGULATIONS ON DESIGNATED STREETS AND
ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27- 23(A -5) of the Oshkosh Municipal Code pertaining
to loading zones is hereby amended as follows:
A -5 LOADING ZONES
Remove Therefrom 18th Avenue, north side, bus loading only, from 150
feet west of Oregon Street to Arizona Street between
7:30 a.m. and 3:00 p.m. on school days.
Add Thereto 18th Avenue, north side, bus loading only, from 200
feet west of Oregon Street to Arizona Street between
7:30 a.m. and 3:00 p.m. on school days.
SECTION 2. That Section 27- 23(A -11) of the Oshkosh Municipal Code pertaining
to parking regulations on designated streets and alleys is hereby amended as follows
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
IOWA STREET
Remove Therefrom 2 -hr. parking, both sides, from 6th Avenue to 7th
Avenue.
MINNESOTA STREET
Remove Therefrom No parking, west side, from W. 6th Avenue to W. 7th
Avenue between the hours of 8:00 a.m. and 6:00 p.m.

Minnesota Street to 60 ft. east of Iowa Street.
Remove Therefrom 2 -hour parking, south side, from 90 feet west of
Minnesota Street to 60 feet east of Iowa Street.
Remove Therefrom 1 -hour parking, south side, from 370 feet west of
Oregon Street to 45 feet east of Minnesota Street,
except Sundays and holidays.
18TH AVENUE
Remove Therefrom No parking, stopping, standing, waiting, north side,
from Oregon Street to 150 feet west of Oregon Street.
Add Thereto No parking, stopping, standing or waiting, north side,
from Oregon Street to 180 feet west of Oregon Street.
Add Thereto Handicapped parking, north side, from 180 feet west of
Oregon Street to 200 feet west of Oregon Street.
SECTION 3. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.

SECTION 4. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #09 -436 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTIONS 27- 23(A -5) AND 27- 23(A -11) OF THE OSHKOSH MUNICIPAL
CODE PERTAINING TO LOADING ZONES AND PARKING REGULATIONS ON
DESIGNATED STREETS AND ALLEYS) on November 10, 2009. The ordinance
pertains to parking regulations changes on Iowa Street, Minnesota Street, Sterling
Avenue, 6th Avenue and 18th Avenue.

This change is due to the placement of a handicapped parking space on W. 18 Avenue. See explanation under
Section 2.
SECTION 2: SECTION 27 -230) PARKING REGULATIONS
A REQUEST FOR UNRESTRICTED PARKING ON BOTH SIDES OF IOWA STREET FROM
6 TH AVENUE TO 7 TH AVENUE. (CURRENT CONDITION: 2 -HOUR PARKING.)
This is a Transportation Department request.
This no parking restriction was established in 1989 to discourage employee parking on streets near the Jeld-
Wen factory. Due to the factory's closure, this parking restriction is no longer necessary.

A REQUEST FOR UNRESTRICTED PARKING ON THE WEST SIDE OF MINNESOTA
STREET FROM 6 TH AVENUE TO 7 TH AVENUE. (CURRENT CONDITION: NO PARKING,
BETWEEN THE HOURS OF 8:00 A.M. AND 6:00 P.M.)
AND
A REQUEST FOR UNRESTRICTED PARKING ON THE EAST SIDE OF MINNESOTA STREET
FROM 87 FEET SOUTH OF 6 TH AVENUE TO 7 TH AVENUE. (CURRENT CONDITION: NO
PARKING, BETWEEN THE HOURS OF 8:00 A.M. AND 6:00 P.M.)
These are Transportation Department requests.
In connection with the earlier items, these requests would seek to permit more on- street parking on streets
near the former Jeld -Wen factory. The street width of Minnesota Street in this area is 30 feet, which would
allow for parking on both sides of the street unless there is a valid petition otherwise. As there is no curb tc
separate the asphalt street from the gravel which starts the terrace area, the street is effectively wider from
the perspective of accommodating on- street parking.
With the closure of the factory, Minnesota Street carries very little traffic, so I do not foresee any particular
safety concerns with these requests.

A REQUEST FOR UNRESTRICTED PARKING ON BOTH SIDES OF MINNESOTA STREET
FROM 7 TH AVENUE TO 8 TH AVENUE. (CURRENT CONDITION: 2 -HOUR PARKING,
BETWEEN THE HOURS OF 8:00 A.M. AND 6:00 P.M.)
This is a Transportation Department request.
In connection with the earlier items, this request seeks to permit more on- street parking on streets near the
former Jeld -Wen property. Unlike the previous items, the current condition on this block allows for 2 -hour
parking. This suggests that there has been some previous demand for on- street parking from adjacent
residents. Approving this request would provide additional parking options for residents. I do not believe
that this would introduce any safety concerns.

A REQUEST FOR 1 -HOUR PARKING BETWEEN 6:00 A.M. AND 5:00 P.M. ON THE SOUTH
SIDE OF STERLING AVENUE, FROM JEFFERSON STREET TO 87 FEET WEST OF
JEFFERSON STREET, MONDAY THROUGH FRIDAY. (CURRENT CONDITION:
UNRESTRICTED PARKING.)
This is a citizen request.
The citizen expressed concern that parked vehicles on either side of Sterling Avenue make it difficult for
him to navigate his boat in and out of his driveway, which is located on the north side of the street. He
indicated that parking on the south side of the street is used primarily by employees of adjacent businesses
on Main Street. Putting the parking on a time - restricted basis would preclude employees from parking
there, which the citizen feels would improve maneuverability in and out of his driveway.
I have a couple of concerns with this proposal. First, the street width of Sterling Avenue is 36 feet, under
which we normally do not recommend parking restrictions. While there are parking restrictions on similar
width streets elsewhere in the City, there are usually issues with respect to safety or parking demand, which
are not present on this street. Second, I looked for, but did not find, precedents elsewhere near Main Street
where we instituted time - restricted parking and there wasn't a significant demand for parking.
The citizen indicated that parking on either side of the street could cause problems for entering and leaving
his driveway. Therefore, it is possible that instituting an ordinance on one side of the street would simply
shift the problem to the other side of the street.
I think an ideal solution would be for the businesses to be "good neighbors" and encourage their employees
and vendors to park on -site, or to park in places that are less of a nuisance to neighbors. I don't believe the
request would solve the citizen's concern.

370 FEET WEST OF OREGON STREET TO 45 FEET EAST OF MINNESOTA STREET.
(CURRENT CONDITION: 1 -HOUR PARKING, DAILY EXCEPT ON SUNDAYS AND
HOLIDAYS.)
This is a citizen request.
This item, along with several others that follow, is related to the recent closing of the Jeld -Wen factory
(formerly Morgan Door Company) on the north side of 6` Avenue. There was formerly significant demand
for employee parking on streets adjacent to the factory. Consequently, a number of on- street parking
restrictions were implemented over the years to mitigate the impact of employee parking on neighboring,
residences. With the closure of the factory, these parking restrictions are likely no longer necessary.
Based on our traffic management guidelines, I do not recommend parking restrictions when the street is 34
feet or wider, unless there are unusual circumstances. The street width of 6 1 Avenue is 36 feet. Preserving
the parking restriction on the north side of the street, immediately in front of the property, makes some
sense given the traffic volumes on 6 Avenue. However, I do not see any reason to maintain the parking
restriction on the south side of the street.

199 FEET WEST OF MINNESOTA STREET TO 60 FEET EAST OF IOWA STREET.

A REQUEST FOR UNRESTRICTED PARKING ON THE SOUTH SIDE OF 6 TH AVENUE FROM
90 FEET WEST OF MINNESOTA STREET TO 60 FEET EAST OF IOWA STREET. (CURRENT
CONDITION: 2 -HOUR PARKING.)
These are citizen requests.
These items are related to the previous item regarding on- street parking near the former Jeld -Wen factory.
These restrictions were formerly in place to discourage employee parking during factory operations. The
street width of 6 th Avenue is 36 feet. As noted earlier, the traffic management guidelines recommend
against parking restrictions when a local street has this width. I do not foresee any adverse effects of this
request on neighboring properties.

A REQUEST FOR A HANDICAPPED PARKING SPACE ON THE NORTH SIDE OF 18
AVENUE FROM 180 FEET WEST OF OREGON STREET TO 200 FEET WEST OF OREGON
STREET. (CURRENT CONDITION: BUS LOADING ZONE.)
This is a school district request.
Smith School has essentially no on -site parking available for employees or visitors. There is a handicapped
parking space on school property. This space is in the midst of the area where students arrive and leave

from the school, making it a dangerous situation for pedestrians. The designation of this parking space
would remove vehicle - pedestrian conflicts from the school district property, while still providing accessible
parking as needed.
The school indicates that the bus loading zone has sufficient capacity to handle existing bus volumes, so
designating this space should not affect bus operations at the school.

A REQUEST FOR UNRESTRICTED PARKING ON THE EAST SIDE OF IOWA STREET
FROM 6 T " AVENUE TO 130 FEET NORTH OF 6 T " AVENUE. (CURRENT CONDITION: NO
PARKING.)
This is a Transportation Department request.
This no parking restriction was established in 2001 as a way of facilitating truck access to the
Jeld -Wen factory. With the factory closure, there should be little if any truck traffic that would
need this parking restriction to continue.
