HomeMy WebLinkAboutPed Bike Plan update 1 of 2 City of Oshkosh -Department of Community Development 215 Church Avenue Oshkosh, WI 54901 (920) 236-5055 (920) 236-5053 fax MEMORANDUM TO: Plan Commission FROM: David Buck, Dept. of Community Development -Planning Services Division DATE: November 3, 2009 RE: Bicycle/Pedestrian Circulation Plan Update-Request for Representation Project History • Project kicked off with a staff meeting on May 12 to discuss the scope, timeline and responsibilities of all parties involved • The first Steering Committee meeting was held on June 30, 2009 to create the vision and goals and objectives for the plan o Wide variety of interests/organizations represented on the committee, which is excellent. Parks Mark Ziemer Oshkosh Senior Center & Oshkosh Health Department OPEN Oshkosh Plan Commission Chris Strong Oshkosh Dept. of Transportation David Buck Oshkosh Dept. of Community Development Jim Kaprelian Traffic Advisory Board Shirley Mattox Public at Large 2 of 2 • The first Public Informational meeting was held on August 20, 2009 at City Hall o Very well attended – approx. 60 citizen attendees. o Lots of comments and ideas were solicited/contributed. o Plan will definitely have public interest included and hopefully support for adoption – evident by enthusiasm of attendees. o Results of comments: Priority corridors identified Origins and destinations identified Trouble spots identified Examples of how system should work identified Public outreach dates of note o Oct 10th, 2009 Granny Smith 5K Run/Walk – promoting a healthy lifestyle through running and walking in our community while generating comments & concerns over running/walking in the community. City staff provided a display and survey for participants and attendees regarding bicycle and pedestrian issues in Oshkosh. o Oct 14th 2009 Transportation Fair at UW Oshkosh – highlighting the potential for Oshkosh as a bike/ped friendly city and generating comments and support for the bike/ped plan. Additionally, information regarding the newly installed bike racks on buses was included. SAA planners conducted field work in Oshkosh, both for the City Plan and the UWO plan. o Oct 17th 2009 Tour de Titan held – highlighting the potential for Oshkosh as a bike/ped friendly city and generating support for the bike/ped plan. City staff provided a display and survey for participants and attendees regarding bicycle and pedestrian issues in Oshkosh. Continued Process o Plan recommendations are expected to be completed by mid to late November. o Next Steering Committee meeting should be shortly thereafter, late November – early December. o Once Steering Committee has been able to digest/revise/prioritize recommendations, another Public Information Meeting will be scheduled for plan review. o The final plan draft will then go before the City’s Traffic Review Advisory Board, Sustainability Committee and Plan Commission for presentation and recommendation, comments from the public informational meeting will be presented to these bodies. o The final draft plan will then be presented to the Common Council (possibly including a workshop) for adoption; comments from the public informational meeting, the Traffic Review Advisory Board, Sustainability Committee and the Plan Commission will be presented.
