Requested Green Bay Sign and Design has submitted a site plan and elevations for two monument-style signs to be located along the west side of Jackson Street, north of Marion Road. One
sign will be a multitenant sign that will included Morton Pharmacy mid block at the driveway entrance to the development and the other a ground sign at the comer of Marion Road and Jackson
Street that will be exclusively for Morton Pharmacy and including an electronic message center. Applicable Ordinance Provisions Criteria for Planned Development Overlay Districts are
located in Section 30-33 of the Zoning Ordinance. Property Location and Type The subject property is located in the Phase II Marion Road Redevelopment Area. The Phase II area is comprised
of approximately 13 acres of former industrial lands with roughly half having river frontage. The Marion Road Redevelopment Area is located between UWO on the west and the central business
district on the east. The Phase II area is generally abutted on the east by two older industrial uses, Mercury Marine and Lamico as well as by a new apartment project, Morgan Crossing,

20 Year Land Use Recommendation , Mixed Downtown Development ANALYSIS The petitioner is requesting approval for two internally-illuminated monument signs located along the west side
of Jackson Street between Pearl Avenue and Marion Road. The signs are similarly styled and will serve the new mixed use commercial building located at the corner of Jackson Street and
Pearl Avenue and the Morton Pharmacy building located at the Corner of Jackson Street and Marion Road. Both buildings will be breaking ground within the next few weeks. The ground sign
serving the Morton Pharmacy site includes a 40 square foot per side message center sign. SIGN #1-MULTI-TENANT SIGN The first sign is proposed to be a shared multi-tenant monument sign
for both Morton Pharmacy and the future tenants of the mixed use commercial building. The provided elevation shows the pharmacy taking the top spot with space for up to five additional
tenants below. The sign is sized at 21 feet tall, 14 feet, nine inches wide and approximately 310 square feet in area per side (620 square feet total). PCI'the submitted site plan, the
sign is to be located approximately midway between Pearl Avenue and Marion Road, 15 feet off the Jackson Street right-of-way. SIGN #2 -MORTON PHARMACY SIGN The second ground sign will
be exclusive to the Morton Pharmacy building. The elevation shows it to be 13 feet, seven inches tall, 14 feet, six inches wide and approximately 197 square feet in area per side (394
square feet total). In addition to the identifying portion of the sign, plans show a full color electronic message center below the Morton Pharmacy logo. The message center is sized
at 3 feet, four inches tall by twelve feet wide, and 40 square feet in area per side (80 square feet total). The sign is to be placed near the southeast corner of the property, approximately
10 feet off the Jackson Street right-of-way, 50 feet from the Marion Road right-of-way, and is outside the vision triangle. Item IV: PD -Marion Road Redevelopment 2
Both signs have similar architectural features and are designed to look as part of the overall development, which is being identified as "Riverfront Landing". In terms of scale and mass
the overall proj ect sign, while large and tall (21 feet high, 310 square feet per side), will not overwhelm the development as a whole, as it is acting as the main project sign for
the site. The concern for staff is that the sign does not include a message center sign. Based on previous experience, individual tenants may be request such EMC signage creating a hodgepodge
signage look within the "planned development". The proposed ground sign for the Morton building is 13 feet in overall height and includes a message center sign. The sign appears to be
at the maximum height possible to fit in with a onestory building, especially with the atrium structure included. However, staff has concerns with the proliferation of message center
signs in larger planned developments and feels that a centrally located message center sign to be included in the overall project sign is a better overall fit for the long term health
of this center as it provides the ability of others in the development to advertise on the sign, which in turn will reduce the need for each business in the development to have their
own message center signs. Relocation of the message center from the Morton sign to the overall center sign will also reduce the overall height of the sign bringing it more into scale
with the proposed building. RECOMMENDATION/CONDITIONS Staff recommends approval of the request to place and construct the signage as proposed with the following conditions: 1. Removal
of the message center sign from the Morton only ground sign. The height of the sign will correspondingly be dropped to match removal of this sign. 2. Message center sign shall be incorporated
into the overall project sign and made reasonably available to all tenants in the development with use plan to be approved by the Department of Community Development. The corresponding
height of the sign shall not be increased to incorporate the message center sign. Item IV: PD -Marion Road Redevelopment 3
