PURPOSE: APPROVE RECOMMENDATIONS FOR STORMWATER
MANAGEMENT IN THE CAMPBELL CREEK AND SAWYER
CREEK DRAINAGE BASINS
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City of Oshkosh has recently experienced severe flooding during
rain events in 2004 and 2008; and
WHEREAS, the City entered into contracts with Strand Associates for the
exploration of various alternatives for storm water management in the Campbell Creek
Drainage Basin and the Sawyer Creek Drainage Basin; and
WHEREAS, these plans were presented to the Council in November 2006,
February 2008, and in September 2009; and
WHEREAS, the Common Council approved recommendations for stormwater
management facilities including related drainage system improvements in the Campbell
Creek Drainage Basin at Tipler Middle School and at the National Guard Armory in
August 2008 per Resolution 08 -326; and
WHEREAS, the Common Council has decided not to pursue the proposal for
development of stormwater management facilities which would have required the
purchase of the entire Westhaven Golf Course.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the staff is hereby authorized and directed to implement
recommendations for the Campbell Creek Drainage Basin and Sawyer Creek Drainage
Basin including related drainage system improvements as follows:
Campbell Creek:
Wet Detention Basin in the 9th Avenue/Washburn Street area
Wet Detention Basin on the vacant land (approximately 5 acres)
south of 1400 Westhaven Drive (Golf Course Clubhouse)
Sawyer Creek:
Dry Detention Basin in James Road /State Trunk Hwy. 91 Area

RE: Approve Recommendations for Stormwater Management in the Campbell Creek and
Sawyer Creek Drainage Basins
BACKGROUND
The Department of Public Works hired Strand and Associates to perform stormwater management
studies for the Campbell Creek and Sawyer Creek drainage basins. The reports consisted of several
options to provide flood control and pollution control basins. The Department of Public Works is seeking
approval to implement the non - Westhaven options. Included with this option are the previously approved
Tipler Middle School and National Guard Armory sites, a wet detention basin at the vacant property near
9th Ave. and Washburn Street and a detention basin near James Road/ State Hwy. 91. In addition, the
Department of Public Works recommends pursuing a wet detention basin on the vacant land south of the
existing Westhaven Golf Course Club house. This basin along with other improvements will provide
some relief to the residents of Newport Ct.
ANALYSIS
The implementation of the basins mentioned above will help lessen the flooding experienced by some
property owners in the Sawyer Creek and Campbell Creek Drainage Basins. The benefit of each basin
will vary based on final design. Most of the basins mentioned above were analyzed on a conceptual
basis in the reports that were discussed with Council on September 1, 2009. The Department of Public
Works will continue to look for additional locations within the Sawyer Creek and Campbell Creek
Drainage Basins to help alleviate flooding and provide pollution control.
FISCAL IMPACT
These basins will be budgeted in future years Capital Improvement Program Budgets for acquisition and
construction.
RECOMMENDATIONS
I recommend approval of the recommendation to construct detention basins near 9 and Washburn,
James Road and State Hwy 91 and south of the Westhaven Club House.
