PRESENT: James Kaprelian, Stan Kline, Gene Kubasta, Bob Poeschl, Timothy Schuster and Don Seybold ABSENT: Dennis Rumlow STAFF: Christopher Strong, Transportation Director Jennifer Weigand, Recording Secretary CALL TO ORDER Chairman Kaprelian called the meeting to order at 4:00 p.m. APPROVAL OF MINUTES Mr. Kline moved to accept the September 8, 2009 minutes. Mr. Poeschl seconded the motion. Motion carried (6-0). NEW BUSINESS 1. A REQUEST FOR 1-HOUR PARKING BETWEEN 6:00 A.M. AND 5:00 P.M. ON THE SOUTH SIDE OF STERLING AVENUE, FROM MAIN STREET TO JEFFERSON STREET. [CURRENT CONDITION: UNRESTRICTED PARKING]. Mrs. Diane Rees, 18 Sterling Avenue, explained how they did not want the parking removed from the entire block but primarily in front of 18 and 22 Sterling Avenue. They have difficulty backing their boat into their driveway when vehicles are parked on both sides of the street. Mr. Strong said the area suggested would cover an area from Jefferson Street to 87 feet west of Jefferson Street. Mr. Dale Rees, 18 Sterling Avenue, said he had talked to Pete Lang, Lang Oil, and he did not object to this request. Mr. Kline noted that if parking is removed from the south side, they might move their vehicles to the north side. Mr. Rees was fine with that. Mr. Kaprelian asked if the restriction was needed seven days a week. Mr. Rees said the problem was mostly Monday through Friday. Mr. Kline moved to amend the request to read “FROM JEFFERSON STREET TO 87 FEET WEST OF JEFFERSON STREET, MONDAY THROUGH FRIDAY”. Mr. Kaprelian seconded the motion. Motion carried (6-0). Mr. Kline moved to accept the amended request. Mr. Poeschl seconded the motion. Motion carried (6-0). TH 2. A REQUEST FOR UNRESTRICTED PARKING ON THE SOUTH SIDE OF 6 AVENUE FROM 370 FEET WEST OF OREGON STREET TO 45 FEET EAST OF MINNESOTA STREET. 2 TRA MINUTES Page OCTOBER 13, 2009 [CURRENT CONDITION: 1-HOUR PARKING, DAILY EXCEPT ON SUNDAYS AND HOLIDAYS]. th Mr. Al Stievo, 357 W. 6 Avenue, questioned why all the proposed changes. Mr. Strong explained it was due to the recent closing of Jeld-Wen factory. Mr. Stievo noted currently motorists ignore the 1-2 hour parking restrictions and sometimes park their vehicles for 2-3 days at a time. Mr. Kline moved to accept the request. Mr. Schuster seconded the motion. Motion carried (6-0). TH 3. A REQUEST FOR UNRESTRICTED PARKING ON THE NORTH SIDE OF 6 AVENUE FROM 199 FEET WEST OF MINNESOTA STREET TO 60 FEET EAST OF IOWA STREET. [CURRENT CONDITION: 2-HOUR PARKING]. Mr. John Tice, 1628 Elmwood Avenue, made the request for this change. He felt the road was wide enough to allow parking on both sides of the street. Mr. Kline moved to accept the request. Mr. Kaprelian seconded the motion. Motion carried (6-0). TH 4. A REQUEST FOR UNRESTRICTED PARKING ON THE SOUTH SIDE OF 6 AVENUE FROM 90 FEET WEST OF MINNESOTA STREET TO 60 FEET EAST OF IOWA STREET. [CURRENT CONDITION: 2-HR PARKING]. Mr. Kline moved to accept the request. Mr. Poeschl seconded the motion. Motion carried (6-0). 5. A REQUEST FOR UNRESTRICTED PARKING ON THE WEST SIDE OF MINNESOTA THTH STREET FROM 6 AVENUE TO 7 AVENUE. [CURRENT CONDITION: NO PARKING, BETWEEN THE HOURS OF 8:00 A.M. AND 6:00 P.M.]. Mr. Kline moved to accept the request. Mr. Schuster seconded the motion. Motion carried (6-0). 6. A REQUEST FOR UNRESTRICTED PARKING ON THE EAST SIDE OF MINNESOTA STREET THTH FROM 87 FEET SOUTH OF 6 AVENUE TO 7 AVENUE. [CURRENT CONDITION: NO PARKING, BETWEEN THE HOURS OF 8:00 A.M. AND 6:00 P.M.]. Mr. Kline moved to accept the request. Mr. Kaprelian seconded the motion. Motion carried (6-0). 7. A REQUEST FOR UNRESTRICTED PARKING ON THE BOTH SIDES OF MINNESOTA THTH STREET FROM 7 AVENUE TO 8 AVENUE. [CURRENT CONDITION: 2-HR PARKING BETWEEN THE HOURS OF 8:00 A.M. AND 6:00 P.M.]. Mr. Kline moved to accept the request. Mr. Poeschl seconded the motion. Motion carried (6-0). 8. A REQUEST FOR UNRESTRICTED PARKING ON THE EAST SIDE OF IOWA STREET FROM THTH 6 AVENUE TO 130 FEET NORTH OF 6 AVENUE. [CURRENT CONDITION: NO PARKING]. Mr. Stievo noted that currently the Oshkosh Truck Corporation is storing vehicles on the Jeld- th Wen property, which involves them driving west on 6 Avenue and turning north on Iowa Street. He felt on-street parking could restrict their turning movements. 3 TRA MINUTES Page OCTOBER 13, 2009 Mr. Kline felt the parking restriction should not be removed. Mr. Kline moved to accept the request. Mr. Poeschl seconded the motion. Motion failed (0-6). 9. A REQUEST FOR UNRESTRICTED PARKING ON BOTH SIDES OF IOWA STREET FROM THTH 6 AVENUE TO 7 AVENUE. [CURRENT CONDITION: 2-HR PARKING]. Mr. Kline moved to accept the request. Mr. Poeschl seconded the motion. Motion carried (6-0). TH 10. A REQUEST FOR A HANDICAPPED PARKING SPACE ON THE NORTH SIDE OF 18 AVENUE FROM 180 FEET WEST OF OREGON STREET TO 200 FEET WEST OF OREGON STREET. [CURRENT CONDITION: BUS LOADING ZONE]. Mr. Strong explained the reasoning behind this request. Mr. Poeschl said that when school is dismissed, it’s a free-for-all when it comes to parking. There needs to be enforcement. He suggested having students picked up on the west side of Oregon Street. He felt this may help slow traffic down on Oregon Street. Mr. Kline remarked that previously school officials did not want parents parking on Oregon Street. Mr. Kline moved to accept the request. Mr. Poeschl seconded the motion. Motion carried (6-0). STAFF STATEMENTS TH 11. TRAFFIC CONTROL AT THE INTERSECTION OF WESTHAVEN DRIVE AND 9 AVENUE. Mr. Strong explained the plan for installation of a temporary traffic signal at this intersection during the reconstruction of US Highway 41. AGENDA ITEMS FOR THE NEXT MEETING 1. Officer Maas, Oshkosh Police Department, questioned if parking on Market Street, around Founders Plaza, could be restricted on Tuesdays between 5 P.M. – 10:00 p.m. when the group, Juggalos, congregate there. Mr. Kline thought the City Attorney might have something to say about this. Mr. Kubasta suggested putting up temporary no parking signs. That would fall under the Police Chief’s jurisdiction. Mr. Kline felt this situation falls under the category of crowd control. There being no other business to come before the Traffic Review Advisory Board, and upon being duly moved and seconded (Kubasta, Kaprelian), the meeting adjourned at 4:55 p.m.
