Now comes the Plaintiff, Roger M. Coates for the cause
of action aginst the above -named Defendant, alleges to the
Court as fllowes:
Frist Cause of Action
1. The plaintiff, Roger M. Coates, now is and at all times
hereinafter mention is a adult resident of Winnebago County
Wisconsin, whose vocation is realestate investment builder
and insurance. Whose place of resident is located at the above
adress.
2. The Defendant, Stasha Brewer, now is and at all times here-
inafter mentioned is adult resident of Winnebago County, Wisconsin,
whose vocation is stated as employee of Mercy Hospital, Oshkosh
Truck, and another job,all of which is in question. Located at
the above adress.
3.- On October 29, 1991 the plaintiff upon notice did enter the
defendants residents as the landlord to check on heating in the
apartment. After calling out to the defendant that he was there
and knocking on her door he entered her apartment. A blast of
hot air met the plaintiff as he entered the kitchen as the de-
fendant was using the gas oven as a extra heating source. The
temperature was 84 degrees, there was a odor of rotten fruit,
and other smells. The kitchen was in a complete piles of dishes
standing pans of grease flour things on the floor. The other rooms
of the apartment where with all kinds of objects on the floors
boxes ect. This is a endangerment to live, property both to lower
apartment but also to three persons in the uper apartment a fire
hazard just waiting to happen. The defendant did appear from the
bed room area stating that she had a headache not feeling well.
The symptom of lack of oxygen in the air from use of oven to heat
apartment.
4. On November 1 1991 the defendant given notice that November 2
1991 her apartment would be entered about 10:00 AM.The Plaintiff
with a police officer enter the defendants apartment where agin
the oven was on burning,temperature was 84 degrees. The plaintiff
took pictures of the fire hazard and the disregard for living con-
ditions for her five year old daughter, as he is a father of four
children.
5. On November 7 1991 notice was given defendant that a entry
in to her apartment would be made on november 8 1991. Bruce
Luedtke was there alone with Mr. Larsen her Social Service worker
The door was opened agin the oven was on but Mr. Luedtke and larsen
looked into the kitchen A set of prints of the apartment was given
to Mr. Larsen. Mr Luedke was showen the weather stripping around the
frount door to be repaired. Repair to stove if can be removed
past the piles of garbage ect.
6. A motion to the court and the City of Oshkosh that the defendant
be fined by the city at the rate of $50.00 a day until fire hazard
has been cleaned up by defendant. That if in fact she is fined that
she be required to pay the city back in workfare starting with
cleaning the animal shelter working her way from there.
7. The Plaintiff cliams of need of entery into the apartment by
notice to the defendant for repairs other items.

To whom it may it concern;
About October 8.1991 the dryer in the basement was not working so
Kathy Panske called Coates about it he had a different':" one
hodked by October 11 1991.
On October 24 1991 Kathy Panske called Mr. Coates 8:00 AM about
a water leak around the toilet in the bath he said that he would
be there some time that after noon between 1:00 PM an 4:00 PM
He told Kathy to tell Wendy and Tracy that he was coming so no one
would not expect him. He asked Tracy how has the heat been she though
it was fine.
A conversation with Kathy Panske about the heat and a that she would
Like plastic put on the windows in her room, with Mr. Coates. He
said that he would be there monday or tuesday October 28 or 29.
Mr.,Coates called the 28 of October that he would be here the 29
about_.10:00 Am,what he did to the heat made a lot more comfortable.
The heat radiators in the bedrooms are a lot warmer.
On`November$th 1991 Kathy Panske called Mr. Coates about the dryer
not working, Kathy Panske met Mr. Coates at the lower door she
asked him to come in so he checked the heat agin. Kathy Panske
and Mr. Coates went to wash room in basement where he showed her
what was wrong with the dryer. She also ask about a wind noise
in front of the building where her bedroom is
A little later a policeman was with Mr. Coates he explained that
the person down stairs had called them and she did not know that he
was to be there the 29 of October. The above statement is true
to the best of our memory and understanding that was done.
