LIMITS AND PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27 -8 of the Oshkosh Municipal Code pertaining to
speed limits is hereby amended as follows:
(B) Exceptions
(1) Fifteen (15) miles per hour for all vehicles on the following named streets:

These are being removed because they are covered by State statute.
SECTION 2: SECTION 27 -230) PARKING REGULATIONS
A REQUEST FOR NO PARKING ON THE NORTH SIDE OF CHURCH AVENUE FROM 68
FEET WEST OF JACKSON STREET TO 212 FEET WEST BETWEEN THE HOURS OF 7:00
A.M. AND 5:00 P.M., MONDAY THROUGH FRIDAY. (CURRENT CONDITION: NO PARKING
BETWEEN THE HOURS OF 5:00 A.M. AND 6:00 P.M., MONDAY THROUGH FRIDAY.)
This is a citizen request.
This request would solely change the hours in which the no parking restricted is in place. According to my
research, these hours were recommended by the Board in 1991. Staff had requested a no parking zone in
order to provide a bypass for vehicles to pass on the right when westbound vehicles were turning into the
Winnebago County Courthouse parking lot. Through deliberation by the board, the hours were believed to
be an appropriate compromise to address the safety challenges at this driveway while accommodating
citizens' parking requirements.
Since that time, the jail has been relocated, so the courthouse's business hours are 8:00 a.m. to 4:30 p.m.
Changing the hours of enforcement to better align with the courthouse's business hours should have no
adverse impact on safety.

A REQUEST FOR NO PARKING ON THE WEST SIDE OF EAGLE STREET FROM 2ND
AVENUE TO 20 FEET SOUTH OF 2ND AVENUE BETWEEN THE HOURS OF 6:00 A.M. AND
7:00 P.M., MONDAY THROUGH SATURDAY. (CURRENT CONDITION: UNRESTRICTED
PARKING.)
This is a citizen request.
A transit passenger has expressed concern that parked vehicles occasionally act as barriers between city
buses and passengers wanting to board or leave the bus. This location is currently served by Route 7 (West

High), and the stop includes a sign and a bench. Instituting a parking restriction here would make it easier
and safer for passengers to use the bus.
I don't anticipate that this proposal will have an adverse impact on adjacent properties. I have not seen
significant on- street parking occurring in this area. The area with the proposed restriction is a multi - family
residential complex which appears to have adequate on -site parking. I have also structured the request to
that it affects only a short section of roadway during hours when the buses are in service. This should
minimize any adverse impacts of this proposed ordinance change.

A REQUEST TO CHANGE THE ON- STREET PARKING ORDINANCE ON MAIN STREET
FROM THE FOX RIVER TO IRVING AVENUE TO REFLECT THE PROPOSED RE-
DESIGNED STREET LAYOUT.
This is a request from the Department of Public Works and the Department of Transportation.
Main Street between the Fox River and Irving Avenue will be reconstructed next year. The reconstruction
is intended to improve the street and utility infrastructure in the area, as well as to advance the City's vision
for downtown as articulated in the 2000 Downtown Action Plan and the 2005 Comprehensive Plan. As
such, the reconstruction narrows the street width and has bumpouts to facilitate pedestrian mobility and
safety.
A consultant team, working under contract with the Wisconsin Department of Transportation in
coordination with city staff, has advanced the design to approximately the 90 percent stage. This design
reflects the resolution of trade -offs between a variety of considerations, including traffic volumes,
pedestrian mobility, grading and drainage, streetlighting, signage, traffic signals, and a host of other factors.
The changes in street geometry proposed in the design will affect the areas where vehicles may legally park
which will, in turn, require changes to the parking ordinance. The changes in roadway geometry result from
a couple of design decisions.
First, the taper and length of turn lanes into intersections will be improved from the current
condition. The more gradual taper of the turn lanes will improve the safety and aesthetics of the
intersections. The additional length required by the more gradual taper sometimes means the loss of
parking spaces.
• Second, there are more mid -block bumpouts which narrow the roadway to facilitate pedestrian
crossings.
With these design decisions in place, the consultant has sought to maximize the availability of parking. In
some blocks, the amount of on- street parking has been preserved; in other cases, the new design will result
in a reduction of on- street parking on Main Street.
I would like the Traffic Review Advisory Board to recommend approval of these changes in the parking
ordinance, with the idea that they will not go into effect until the street is opened after the conclusion of
construction. At the time the street re- opens, I will conduct field measurements of the actual limits of

parking, and revise the ordinance as needed. Although I have listed the changes by block, I recommend that
the Board consider the parking changes as a single request, so as to minimize the Board's involvement in
entering into design decisions on this project.

The proposed design will reduce the number of on- street parking spaces from 50 to 34. The lost parking
capacity occurs near the intersections, due to the improved geometry for the right turn lanes. In addition,
two mid -block crosswalks with the associated bumpouts result in additional lost parking. Parking
utilization levels are lower in this block than in the 400 block, so I believe there should be sufficient
capacity to absorb the current demand for on- street parking.

The proposed design will reduce the number of on- street parking spaces from 35 to 27. The lost parking
capacity occurs near the intersections, due to the improved turn lane geometry. In addition, one mid -block
crosswalk with the associated bumpouts results in additional lost parking. I believe there should be
sufficient capacity to absorb the current demand for on- street parking.
The project results in a loss of on- street parking capacity on Main Street as a whole, although on some blocks
parking actually increases. The reduced parking is primarily in the northern blocks of the project, and is the
result of improved pedestrian accommodations and intersection geometrics. I believe that these design elements
are critical for the functionality of the roadway from a vehicular and pedestrian traffic perspective.

A REQUEST FOR UNRESTRICTED PARKING ON THE SOUTH SIDE OF TAFT AVENUE
FROM HAWK STREET TO SAWYER STREET. (CURRENT CONDITION: NO PARKING.)
This is a Board member request.
It was suggested at the July 2009 meeting that the parking restriction on the south side of Taft Avenue near
Sawyer Street (adjacent to the Delta Restaurant) was unnecessary. In my review of earlier Traffic Review
Advisory Board meeting minutes, I could not find any particular reason for the origination or preservation
of the parking restriction on this side of Taft Avenue. Under current guidelines, we normally do not
consider parking restrictions unless the street width is less than 34 feet. The street width is 48 feet.
The existing ordinance prohibits parking for three blocks on the south side of Taft Avenue. This request
would eliminate the no parking restriction for two blocks between Hawk Street and Sawyer Street. (The
third block is considered under the following agenda item.)

EAGLE STREET TO HAWK STREET BETWEEN THE HOURS OF 8:00 A.M. AND 6:00 P.M.
(CURRENT CONDITION: NO PARKING.)
This is a Transportation Department request.
As noted under the previous item, the parking prohibition on the south side of Taft Avenue between Eagle
Street and Sawyer Street does not seem to have any clear purpose. The street width would suggest that it
would make sense to eliminate this restriction entirely. However, I am concerned that there could be
spillover parking from Oshkosh West High School and/or Pollock Community Water Park if no restriction
were placed on parking for the westernmost block of this section.
Currently, the north side of Taft Avenue between Eagle Street and Hawk Street has a 2 -hour parking
restriction between 8 a.m. and 6 p.m. It makes sense to replicate this on the south side of the street as well.
This would provide property owners and residents with additional parking opportunities while hopefully
not encouraging spillover parking.
