Tipler Dry Detention and Conveyance Upgrades Design Contract / Strand
Associates, Inc. (Strand)
The Department of Public Works has requested additional services be performed in relation to
the design of the Tipler Dry Detention Basin and Conveyance Upgrades project. The original
design of the detention basin avoided grading on the adjacent property owned by Witzel Avenue
Condominiums, Inc, but required a drainage easement. After discussions with Witzel Avenue
Condominium, Inc, it was determined that performing some grading work on the adjacent
property would be allowed, and the need for a permanent drainage easement over a portion of
the site would be removed. Additional notes were also added to the plans relating to utility
relocation work that needed to be performed, and modifications to the athletic fields.
The cost of these additional services is estimated not to exceed $4,900. This amendment
would change the contract not to exceed fee from $126,620 to $131,520.
Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized
nature, including engineering services, may be approved by the City Manager without the use of
formal, sealed quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this
report regarding this contract award. Funding for these services is available in the Storm Water
Utility.

RE: Engineering Services Agreement — Signal Design Services for Intersection of Jackson
Street (STH 76) and Smith Avenue J Traffic Analysis and Design, Inc.
The Wisconsin Department of Transportation is leading a construction project on the Jackson Street (STH
76) corridor, from Murdock Avenue to Indian Point Road. As a part of this project, the State will pay for
the cost of upgrading signal equipment at intersections along this corridor, including the existing
intersection of Jackson Street and Smith Avenue. In order to take advantage of this opportunity, it is
necessary for the City to have a signal design incorporated into the plan set for the project. This
investment in design work will allow the City to receive improvements to the signal infrastructure with a
value of between $50,000 and $150,000. This investment would be expected to last for 20 -25 years.
The Transportation Department solicited a proposal from Traffic Analysis & Design, Inc., a firm which
specializes in traffic engineering and has done much signal design work in Wisconsin, and specifically in
the northern part of the state. Traffic Analysis & Design will be responsible for developing traffic signal
plans, specifications, and estimates for the intersection of Jackson Street and Smith Avenue. Their design
work will support the construction of essentially a new signalized intersection, with improved underground
infrastructure, a new control cabinet, new signal mast arms, improved vehicle detection capabilities, and
other improvements.
Traffic Analysis & Design, Inc. was selected to perform this work based on their credentials and their
responsiveness to our request. The proposed fee is $16,972.
