TRAFFIC REVIEW ADVISORY BOARD MINUTES
SEPTEMBER 8, 2009
4:00 P.M.
PRESENT: James Kaprelian, Stan Kline, Gene Kubasta, Bob Poeschl, Timothy Schuster
and Don Seybold

CALL TO ORDER
Chairman Kaprelian called the meeting to order at 4:00 p.m.
APPROVAL OF MINUTES
Mr. Kline moved to accept the July 14, 2009 minutes. Mr. Schuster seconded the
motion. Motion carried (6-0).
NEW BUSINESS
ND
1. A REQUEST FOR NO PARKING ON THE WEST SIDE OF EAGLE STREET FROM 2
ND
AVENUE TO 20 FEET SOUTH OF 2 AVENUE BETWEEN THE HOURS OF 6:00 A.M. AND
7:00 P.M., MONDAY THROUGH SATURDAY. (CURRENT CONDITION: UNRESTRICTED
PARKING).
Mr. Kaprelian moved to accept this request. Mr. Kline seconded the motion. Motion
carried (6-0).
2. A REQUEST FOR UNRESTRICTED PARKING ON THE SOUTH SIDE OF TAFT AVENUE
FROM HAWK STREET TO SAWYER STREET. [CURRENT CONDITION: NO PARKING].
Mr. Kaprelian thought the restriction had been in place prior to the reconstruction of Taft Avenue.
Since Taft Avenue was widened, he saw no reason for a parking restriction.
Mr. Kline moved to accept the request. Mr. Kaprelian seconded the motion. Motion
carried (6-0).
3. A REQUEST FOR 2-HOUR PARKING ON THE SOUTH SIDE OF TAFT AVENUE FROM
EAGLE STREET TO HAWK STREET BETWEEN THE HOURS OF 8:00 A.M. AND 6:00 P.M.
[CURRENT CONDITION: NO PARKING].
Mr. Kaprelian questioned if this change would be effective on weekends. Mr. Strong said it would
be in effect seven days a week, which is consistent with the neighboring restrictions.
Mr. Kline felt it was better to be consistent with these restrictions.
Mr. Kline moved to accept the request. Mr. Poeschl seconded the motion. Motion
carried (6-0).

4. A REQUEST TO CHANGE THE ON-STREET PARKING ORDINANCE ON MAIN STREET
FROM THE FOX RIVER TO IRVING AVENUE TO REFLECT THE PROPOSED RE-DESIGNED
STREET LAYOUT.
Mr. Strong gave a brief synopsis on the reconstruction plan. He noted the reconstruction
would narrow the street width and include bumpouts to facilitate pedestrian mobility and
safety.
Mr. Kline said a lot of work has been done on this project and the rationale is good. Mr.
Kaprelian agreed with Mr. Kline.
Mr. Steve Gohde, Assistant Director of Public Works, explained how he had worked with Mr.
Mark Huddleston, Mr. Strong’s predecessor, on making more parking spaces available on the
side streets in anticipation of lost parking spaces on Main Street due to the reconstruction of
the street.
Mr. Kline moved to accept the request. Mr. Poeschl seconded the motion. Motion
carried (6-0).
5. A REQUEST FOR NO PARKING ON THE NORTH SIDE OF CHURCH AVENUE FROM 68
FEET WEST OF JACKSON STREET TO 212 FEET WEST OF JACKSON STREET BETWEEN
THE HOURS OF 7:00 A.M. AND 5:00 P.M., MONDAY THROUGH FRIDAY. [CURRENT
CONDITION: NO PARKING BETWEEN THE HOURS OF 5:00 A.M. AND 6:00 P.M., MONDAY
THROUGH FRIDAY].
Mr. Kubasta questioned if there was ample parking available in the courthouse parking lot. Mr.
Kapreilan replied he is not aware of any problems.
Mr. Kline moved to accept the request. Mr. Poeschl seconded the motion. Motion
carried (6-0).
DISCUSSION ITEMS
6. DISCUSSION OF WARRANTS FOR SIGNAL REMOVAL.
Mr. Strong wanted the Board’s input on how to approach future requests.
Mr. Kline did not think an immediate response was necessary and suggested the Board could
look at them annually, similar to traffic signal requests.
Mr. Kaprelian felt we should follow some type of criteria, similar to traffic signal requests.
7. DISCUSSION OF CONGRESS AVENUE INTERSECTIONS BETWEEN ARBORETUM
DRIVE/SUMMIT AVENUE AND ALGOMA BOULEVARD.
Mr. Seybold suggested closing off Arboretum Drive at Congress Avenue and installing a traffic
signal at Algoma Avenue and Arboretum Drive. He felt this would eliminate the left turns off
Congress Avenue onto Arboretum Drive and be a much safer route for motorists.
Mr. Kline said the accident history is not high at this intersection and the present configuration is
working.
Mr. Strong said a no left-turn or a one-way traffic flow can sometimes create more problems. He
said it is more of a perception issue.
Mr. Poeschl would like to have Mr. Seybold’s suggestions studied.

Mr. Kline said many of Fratello’s customers come via the Congress Avenue Bridge and he would
be opposed to these changes.

AGENDA ITEMS OF THE NEXT MEETING
Mr. Schuster questioned if the left-turn arrow on Witzel Avenue for eastbound traffic at Campbell
Road could be de-activated on weekends and in the later hours of the day, when the Fox Valley
Technical College and the Senior Center are closed.
Mr. Schuster would like the timing of the traffic signals on Jackson Street from the Fox River to
Murdock Avenue be looked at. He was told a motorist can travel at 38 mph and get through the
intersections without hitting a red light.
There being no other business to come before the Traffic Review Advisory Board, and upon
being duly moved and seconded (Kline, Schuster), the meeting adjourned at 4:45 p.m.
