Paul Esslinger, Steve Hintz, Ben Schneider, Don Simons, Archie Stam STAFF: Jackson Kinney, Director of Community Development; Darlene Brandt, Recording Secretary Chairman Belter called
the meeting to order at 4:00 pm. Roll call was taken and a quorum declared present. Res. 09-12 Initial Resolution /Redevelopment Revenue Bond Financing – River Front Senior Apartments
LLC Res. 09-13 Initial Resolution /Redevelopment Revenue Bond Financing – Morton Properties LLC and Oshkosh River Development LLC Res. 09-14 Initial Resolution /Redevelopment Revenue
Bond Financing – Oshkosh River Development LLC Mr. Kinney noted that the first three resolutions would enable Oshkosh River Development to seek tax-exempt Redevelopment Revenue Bonds
for their three projects in the Marion Road/Pearl Avenue Redevelopment Area – The Rivers Apartment project, Morton Pharmacy project, and the mixed commercial/residential project. He
noted Redevelopment Revenue Bonds are similar to Industrial Revenue Bonds in that the RDA serves as a conduit for issuance of the bonds. The RDA’s action does not, however, bind the
RDA to stand behind the bonds in the case of any future default. Approval of these Resolutions is the initial step. The RDA as well as the City would be required to approve final resolutions
on the bonding requests. Ms. Lynda Templen, Whyte, Hirschboeck, Dudek Attorney’s at Law, representing Oshkosh River Development, stated there would not be any cost to the RDA or city,
all costs are paid for by the developer. Mr. Hintz inquired if there is a cap on bonding? Ms. Templen replied no. Motion by Hintz to move Res. 09-12. Seconded by Esslinger. Motion carried
7-0 Motion by Bermingham to move Res. 09-13. Seconded by Hintz. Motion carried 7-0.

Grant to Wisconsin Department of Natural Resources; Accept Funds – Marion Road/Pearl Avenue Redevelopment Area Mr. Kinney explained the RDA is being asked to authorize the submittal
of a Ready for Reuse grant to the Wisconsin DNR. The $200,000 grant request will assist with environmental remediation work in the general area of the proposed mixed commercial/residential
project and in the general area of the proposed Accu-Com project. Motion by Esslinger to move Res. 09-15. Seconded by Simons. Motion carried 7-0. Res. 09-16 Authorize Submittal of Ready
to Reuse Grant to Wisconsin Department of Natural Resources; Accept Funds – Riverwalk Improvements, Marion Road/Pearl Avenue Redevelopment Area Mr. Kinney stated this is also a $200,000
grant request for riverwalk improvements in the Marion/Pearl Redevelopment Area. Motion by Bermingham to move Res. 09-16. Seconded by Stam. Motion carried 7-0. There being no further
