__________________________________ 7/15/2009 RDA Minutes 1 Redevelopment Authority of the City of Oshkosh Minutes July 15, 2009 PRESENT: Thomas Belter, John Bermingham, Paul Esslinger,
Ben Schneider, Don Simons EXCUSED: Steve Hintz, Archie Stam STAFF: Jackson Kinney, Director of Community Development; Darlene Brandt, Recording Secretary Chairman Belter called the meeting
to order at 4:00 pm. Roll call was taken and a quorum declared present. Res. 09-11 Approve Site Plans/Elevations, SE Corner Pearl Avenue & Riverway Drive; Revised Site Plans/Elevations,
SW Corner Pearl Avenue & Jackson Street – Oshkosh River Development LLC Mr. Kinney stated Oshkosh River Development has submitted site plans and elevations for approval for two projects
in the Marion Road/Pearl Avenue Redevelopment Project Area. The first project is a 2 story office building to be constructed on the southeast corner of Pearl Ave. and Riverway Dr. and
it is anticipated that Accu-Com will occupy the building. The second project involves the expansion of the previously approved building footprint for the mixed commercial/residential
structure at the southwest corner of Pearl Ave. and Jackson Street. Mr. Simons felt there is a huge impervious area and some green areas are needed. Mr. Kinney stated the overall site
plan was previously approved. The RDA is only being asked to approve a proposed 11,678 sq. ft. expansion to the mixed commercial/residential structure. The stormwater management plan
is currently being developed and that will be addressed. Mr. Bermingham thought the overall concept for the Marion/Pearl area was to be a new urban minimum/no setback look. He did not
want to see a Highway 41 corridor development. Mr. Kinney noted there is a 10 ft. utility easement around the entire site that cannot be built in so the building is being setback further
than what the developer would have liked. City staff is working with the architect on the brick pillars and wrought iron fencing to be installed. Mr. Belter stated he would like to see
more trees in the landscaping as well. Mr. Bermingham inquired if there will be underground parking? Mr. Kinney replied no.
__________________________________ 7/15/2009 RDA Minutes 2 Mr. Esslinger stated if the current Accu-Com building on Oshkosh Ave. is not rented or sold, there will be another building
standing vacant. Mr. Kinney stated that Accu-Com has indicated they need more space than their current location can offer and will be moving anyway. Mr. Esslinger inquired about a timetable
for redeveloping the Oshkosh Avenue area. Did staff have draft plans? Mr. Kinney stated there is no timetable or plans. Motion by Bermingham to move Res. 09-11. Seconded by Simons. Motion
