BILLS
Approval of bills presented by the Director of Finance.
POW/MIA CEREMONY & ORANGE BLOSSOM DRIVE
Approval to Vietnam Veterans of America, Chapter 437, to utilize the northeast corner of South
Park on Sunday, September 13, 2009, from 1:00 p.m. to 3:00 p.m., for their annual POW/MIA
Ceremony; and to hold their Orange Blossom Drive at various locations on Friday and
Saturday, October 16 and 17, 2009, from 8:00 a.m. to 6:00 p.m., in accordance with the
attached letter of request.
DOWNTOWN TREAT OR TREAT EVENT
Approval to the Downtown Oshkosh Business Improvement District Marketing Consortium to
utilize Opera House Square and facilities, and to close North Main Street, from Church Avenue
to Algoma Boulevard, and Market Street, from High Avenue to Algoma Boulevard, on
Thursday, October 29, 2009, from 4:30 p.m. to 7:30 p.m., for their annual Trick or Treat event,
in accordance with the attached letter of request.
BLOCK PARTY
Approval to the residents of Clover Street to close Clover Street, from Algoma Boulevard to
Hamilton Street, on Sunday, September 20, 2009, from 4:00 p.m. to 8:00 p.m., for their
neighborhood block party, in accordance with their recently submitted Block Party Request
Form.

Vietnam Veterans of America Chapter 437 would like to inform you that we will be
having our annual POW /MIA ceremony on September 13, 2009, at the War Memorial in
the northeast corner of South Park. The ceremony will begin at 1:00 p.m. The
ceremony is open to the public. Please feel free to attend.
We would also like to secure your permission to hold our annual Orange Blossom drive
on October 16th and 17th . This is our annual fundraiser. Over 90% of the money
collected is used to benefir charities in Winnebage County.
If you have any questions or require any additional information, please contact Duane

Dear Mr. Rohloff,
I would like to make a formal request, on the behalf of the Downtown Oshkosh Business
Improvement District (BID) Marketing Consortium, to close the 400 block of North Main
Street for the Downtown Halloween Trick or Treat Event from 4:30 - 7:30 p.m. I would also
request the use of Opera House Square. The event will be held on Thursday, October 29, 2009
from 5:00 PM to 7 :00 PM. However, the park is requested from approximately 11:00 AM till
7:30 PM for set -up and clean up functions.
I would also request permission to close Market Street from High Avenue to Algoma Boulevard,
from 4:30 PM to 7:30 PM in association with the Halloween Event.
The Marketing Consortium has already secured Oshkosh Police Auxiliary officers to work the
area in conjunction with this event from 4:30 - 7:30 p.m.
This event has become a wonderful tradition and we expect it to grow again this year. Please

BLOCK PARTY REQUEST FORM FOR STREET CLOSURE
The purpose of a BLOCK PARTY is to provide social interaction among block
residents in order to strengthen a neighborhood. Closing of a street for such a
party should not adversely impact any of the street's residents. The timeframe
for the street closure should fall sometime between 9:00 a.m. and 10 :00 p.m.,
must be affirmed by the Oshkosh Common Council, and be based upon a
recommendation from the City Manager. This form should be filled out
completely and returned to the City Manager's .Office in time for appropriate
action by the City Council

Dear Oshkosh City Council,
On the afternoon of Friday, Sept. 25 2009 our school would like to do a
fun run from our school at 819 School Ave. to Menominee Park and back to
the school. The run would start about 1:00 p.m. and conclude by 2:15 p.m. I
have attached a map of the route which indicates the path and the locations
of persons who will be helping at crosswalks. The run will be open to the
public and our school kids will be collecting donations to be dispersed to the
VFW Foundation.
I am seeking approval of the event.
