PURPOSE: AWARD BID TO L & S TRUCK CENTER FOR 3/4 TON PICKUP
4WD CREW CAB W/6.5' BOX FOR WASTEWATER TREATMENT
PLANT ($32,608.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for one (1) 3/4
ton pickup 4WD crew cab w/6.5 box for Wastewater Treatment Plant ; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: . Wastewater Division Pickup Truck
BACKGROUND
The Wastewater Division would like to replace their 1998 Chevy C2500 pickup truck. This truck
has approximately 63,000 miles and requires much maintenance to keep it operational. In
addition, the truck's box/bed is rusting and a new box will cost more than the value of the truck.
A new pickup truck will be more fuel efficient, require less maintenance and will include a plow
to assist in snowplowing operations.
ANALYSIS
Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals
seeking vendors for this truck replacement. Bid requests were sent to vendors who have received
invitations to bids in previous years. In addition the bids were advertised in the local paper and
posted online on NovusVendor. Bids were received on July 22, 2009. The bid tabulation is
attached. Working with the Street Division, Purchasing reviewed the bids and concluded the low
bid from L & S Truck Center met the bid specifications.
FISCAL E"PACT
This truck will have a fiscal impact of $32,608 (net truck bid with trade f add -ons). This item
was budgeted in the 2009 CIP major equipment replacement at $30,000. This fiscal impact is
$2,608 over the amount budgeted in the CIP, however we would recommend having this balance
covered by utility operating funds. Funding for this item would be charged to the Wastewater
Division CIP account: 551 - 1910 - 1788 - 00000.
RECONE%IENDATION
Purchasing recommends the Common Council award the bid to L & S Truck Center for $32,608.
