AUGUST 25, 2009 09 -333 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD BID TO EWALDS HARTFORD FORD FOR 4WD EXTENDED CAB PICKUP W/6.5' BOX FOR WATER DISTRIBUTION DIVISION ($26,607.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for one (1) 1/2 ton 4WD Extended cab w/6.5 box for Water Distribution Division ; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: EWALDS HARTFORD FORD 5788 Hwy 60 E Hartford, WI 53027 Total bid and add -ons — 2010 Ford F250 $26,607.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Box 1130 Oshkosh, Wisconsin 54903-1 130 City of Oshkosh 0 Of HKCVH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Director DATE: August 12, 2009 RE: Water Distribution Pickup Truck BACKGROUND The Water Distribution Division would like to replace their 2001 Ford Crown Victoria. This former police car has 107,000 miles and is costly to maintain due to its age and high wear and tear from its former duties. In addition, the Crown. Victoria has limited carrying capacity, cannot haul any equipment to job sites and does not have any 4WD capabilities for off-road use. Replacing this car with a pickup truck will address all of these needs with less maintenance costs. ANALYSIS Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals seeking vendors for this truck replacement. Bid requests were sent to vendors who have received invitations to bids in previous years. In addition the bids were advertised in the local paper and posted online on NovusVendor. Bids were received on July 22, 2009. The bid tabulations are attached. Working with the Street Division, Purchasing reviewed the bids and concluded the low bid from Ewalds Hartford Ford met the bid specifications. FISCAL EMPACT This truck will have a fiscal impact of $26,607 (net truck bid + add -ons). This item was budgeted in the 2009 CIP major equipment replacement. at $22,000. This fiscal impact is $4,607 over the amount budgeted in the CIP, however we would recommend using the surplus balance of funds from the 7/6/09 Water Distribution Tandem Axle Dump Truck purchase ($12,859 surplus available) for this difference. Funding for this item would be charged to the Water Distribution CIP account: 541 -1810 -1788- 00000.
