PURPOSE: AWARD BID TO L & S TRUCK CENTER FOR ONE SINGLE AXLE
FLATBED TRUCK FOR STREET DIVISION ($59,861.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for one single
axle flatbed truck for Street Division; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Streets Division Single Axle Flatbed Truck
BACKGROUND
The Street Division would like to replace their 1993 GMC pickup truck that is used for a variety
of street maintenance and operations. This truck has logged 50,000 miles and is experiencing
more troublesome repairs each year that result in higher maintenance costs. A single axle flatbed
truck will provide a more multi - purpose vehicle that can be used for a variety of street operations
and increase departmental efficiency.
ANALYSIS
Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals
seeking vendors for this truck replacement. Bid requests were sent to vendors who have received
invitations to bids in previous years. In addition the bids were advertised in the local paper and
posted online on NovusVendor. Bids were received on July 23, 2009. The bid tabulation is
attached. Working with the Street Division, Purchasing reviewed the bids and concluded the net
bid from L & S Truck Center met the bid specifications and provided three additional elements
above and beyond the other bid vehicles, including: a more heavy duty real axle, a longer flatbed
size (allowing more hauling capacity) and a hydraulic hoist system (providing more multi-
purpose use for departmental needs).
FISCAL EUPACT
This truck will have a fiscal impact of $59,861 (net truck bid with trade). This item was budgeted
in the 2009 CIP major equipment replacement at $60,000. Funding for this item would be
charged to the Street Division CIP account: 323 - 0430 - 7204 - 06914.
RECOMMENDATION
Because of the three additional elements provided as part of their net bid, Purchasing
recommends the Common Council award the bid to L & S Truck Center for $59,861.

RE: Parks Department Utility Tractor
BACKGROUND
The Parks Department is in need of replacing their 1981 Kubota utility tractor. The mowing deck
of this tractor requires regular repairs and it is hard to secure replacement parts. A new utility
tractor will be more versatile for Park operations and require less maintenance.
