Box 1130 Oshkosh, Wisconsin 54 903 -1 130 rK -- TA TO: FROM DATE: RE: City of Oshkosh Honorable Mayor and Members of the Common Council Jon Urben, General Services Director August 12, 2009 Street Division Truck Chassis, Dump Body and Plow/Hitch/Wing Unit BACKGROUND The Street Division would like to replace their 1995 International truck used for snow plowing/salting operations. This unit has logged over 100,100 miles and requires maintenance costs that exceed the value of the unit. A new truck chassis, dump body and plow /hitch /wing unit will provide an advanced pre-wet salting system that will help reduce salt usage. ANALYSIS Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals seeking vendors for the three components of this unit which include the single axel truck chassis, the multi- purpose dump body and the plow/hitch and wing. Bid requests were sent to vendors who have received invitations to bids in previous years. In addition the bids were advertised in the local paper and posted online on NovusVendor. Bids were received on July 23, 2009. The bid tabulations are attached. Working with the Street Division, Purchasing reviewed the bids and concluded the following low bids met the bid specifications: truck chassis- Packer City International ($73,379), dump body- Monroe Truck Equipment ($49,579) and plow/hitch /wing- Monroe Truck Equipment ($23,297). FISCAL IMPACT This truck chassis, dump body and plow/hitch /wing unit will have a .fiscal impact of $146,255. This item was budgeted in the 2009 CIP major equipment replacement at $168,000. Funding for this item would be charged to the Street Division CIP account: 323 -0430- 7204 - 06912. RECOMMENDATION Purchasing recommends the Common Council award the truck chassis bid to Packer City International for $73,379, the dump body bid to Monroe Truck Equipment for $49,579 and the plow/hitch/wing bid to Monroe Truck Equipment for $23,297.
