HomeMy WebLinkAbout09-344AUGUST 25, 2009 09 -344 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD BID TO THE BOLDT COMPANY FOR ROOF /ATTIC FRAMING REPAIR AND FIRE PROTECTION SYSTEM AT GRAND OPERA HOUSE ($1,379,000.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for roof /attic framing repair and fire protection system at the Grand Opera House; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: THE BOLDT COMPANY 2525 North Roemer Rd. PO BOX 419 Appleton, WI 54912 iriM111117C1 $1,379,000.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Box 1130 Oshkosh, Wisconsin 54903 -1130 City of Oshkosh Of HKC�f H TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Director DATE: August 13, 2009 RE: Grand Opera House Repairs /Fire Sprinkler Bid BACKGROUND During an engineering inspection of the Grand Opera House it was determined there were several structural deficiencies in the roof trusses of the structure. Following a six month engineering analysis, bid specifications were developed . for addressing the necessary repairs and the installation of a fire sprinkler system. Major highlights of the bid specifications include new steel roof trusses to reinforce existing wood timber trusses, removal and replacement of the existing attic floor /main hall ceiling system, installation of a new asphalt shingle roofing system with new copper gutter linings, installation of fire sprinklers throughout the entire building, installation of a complete fire /smoke detection and alarm system, installation of emergency egress lighting connected to the existing emergency generator, and removal and replacement of all HVAC ductwork. TR Karrels & Associates SC was hired to be our project representative on this project. ANALYSIS On July 29, 2009 four bids were received for the Grand Opera House Repairs/Fire Sprinkler project. The bid tabulation is attached. As noted in my August 6, 2009 memo, an alternate was requested in the bid specifications to deduct the wood soffit repair work from the general contractor. It was concluded that it will be beneficial to assess the actual wood soffit repair work required until after the repairs are complete, thereby removing some of the uncertainty out of the process. Taking this alternate into consideration, it was the consensus of the project team that it would be in the best interest of the Grand Opera House to separate the wood soffit work from the bid and accordingly note so in the final bid tabulation. In reviewing the bids closely with TR Karrels & Associates, Purchasing concludes the low bid received from the Boldt Company meets the specifications of this project. FISCAL IMPACT The Boldt Company bid for this project will have a fiscal impact of $1,379,000.00. Funding for this item would be charged to account 501- 1020 - 1703 - 00000. RECOMMENDATION Purchasing recommends the Common Council award the Grand Opera House Repairs/Fire Sprinkler System project to Boldt Construction for $1,379,000.00.
