SECTION 17 -44 REGARDING FURNACE AND HEATING EQUIPMENT PERMIT FEES;
AMENDING SECTION 11 -39 REGARDING ELETRIC FEES; SECTON 20 -8 REGARDING
PLUMBING PERMIT FEES
WHEREAS,
The Common Council of the City of Oshkosh does ordain as follows:
SECTION 1. That Section 7 -13(B) of the Oshkosh Municipal Code pertaining to
Building Plans to be Submitted shall be amended to increase the fee:
The Inspection Services Division shall collect a fee of One Hundred Dollars
($100.00) for the examination of plans for new one or two family dwellings.
SECTION 2. That Section 7 -13(B) of the Oshkosh Municipal Code pertaining to
Building Plans to be Submitted shall be amended by adding:
The Inspection Services Division shall collect a fee of Twenty -five Dollars ($25.00)for
decks, detached garages /accessory structures and additions to these structures.
SECTION 3. That Section 17 -17(A) of the Oshkosh Municipal Code pertaining to
Building Permit Fees is hereby amended to increase fees to read as follows:
Section 7 -17 OWNER TO PAY PERMIT FEES BEFORE RECIVING BUILDING PERMIT
Before receiving a Building Permit, the owner or agent, shall pay the following fees:

Over $10,000.00 valuation, the fee shall be Ninety -three Dollars ($93.00) plus $6.00
for each additional thousand dollar valuation or part thereof up to $20,000 plus $3.50

In addition to the above, a state mandated fee for the Uniform Dwelling Code Seal, plus
$5.00 shall be collected when the Wisconsin Uniform Building Permit is required.
SECTION 4. That Section 17 -17(F) of the Oshkosh Municipal Code pertaining to
Building Permit fees is hereby amended to increase fees to read as follows;
(F) Permit to start construction prior to approval of plans and the issuance of the
Uniform One and Two Family Dwelling Permit: $100.00 in addition to Plan
Examination /Building Permit Fees.
SECTION 5. That Section 17 -44 of the Oshkosh Municipal Code pertaining to
Furnace and Heating Equipment Permit Fees is hereby amended to increase fees to read
as follows:

Upon the issuance of a permit by the Electrical Inspector and before such permit shall be in
effect, the applicant shall pay to the Electrical Inspector of the City a fee or fees as required
in this Section.

SECTION 7. That Section 20 -8 of the Oshkosh Municipal Code pertaining to
Plumbing Permit Fees is amended to increase the fees to read as follows:
(3) Schedule of Fees
The schedule of fees to be paid shall be as follows:
Sanitary or storm sewer connections at main in street or curb - $75.00 for first
100 lineal feet plus $10.00 for each additional 100 lineal feet or fraction
thereof.
Sanitary or storm sewers re -laid from main or curb to building or main to curb —
$75.00 for first 100 lineal feet plus $10.00 for each additional 100 lineal
feet or fraction thereof.
Water service connections at main in street or curb - $75.00 for first 100 lineal
feet plus $10.00 for each additional 100 lineal feet or fraction thereof.
Water service re -laid from main or curb or building or main to curb - $75.00 for
first 100 lineal feet plus $10.00 for each additional 100 lineal feet or
fraction thereof.
Water service and sewer repair - $75.00 for first 100 lineal feet plus $10.00 for
each additional 100 lineal feet or fraction thereof.
$30.00 minimum fee for inspection of any plumbing or drainage work requiring a
permit.

$8.00 for each replacement fixture and $10.00 for new or relocated fixture and all
plugged openings for future fixture connections. Such schedule shall apply to the
following list of fixtures: all trapped fixtures, all styles and descriptions of sinks, water
closets, bathtubs, shower baths, wash basins, bubblers, drinking fountains, garbage
disposals, laundromats, laundry tubs, dishwashers, floor drains, water softeners,
water treatment devices, urinals, water heaters, water storage tanks (potable), catch
basins, interceptors or pretreatment tanks for sanitary waste, sump pumps, ejectors,
roof leaders, local waste pipes for bar and soda fountains, and fire protection ser-
vices when no plumbing fixtures are installed, or any items not specifically listed that
are directly connected to the storm or sanitary drain, waste and vent system or
potable water distribution system and covered under Chapters COMM 82 through 84
inclusive, Wisconsin Administrative Code.
SECTION 8. This ordinance shall be in full force and effect from and after its
passage and publication.
SECTION 9. Publication Notice.
Please take notice that the City of Oshkosh enacted ordinance #09 -XXX APPROVE
BUILDING PERMIT FEE AND INSPECTION FEE INCREASES on September 8, 2009.
The ordinance increases various fees for building permits, furnace and heating equip-
ment permit fees, electric permit fees and plumbing permit fees.

BACKGROUND
In the past decade the City of Oshkosh has conducted Permit Fee Analysis every 2 -3 years to
gauge if adjustments to the Permit Fee structure are merited. The present Fee Structure has been
in effect since July 1, 2006 (3+ years.) In preparing the attached Analysis, comparisons to
present fee structures in Fond du Lac, Neenah and Appleton were made. Menasha was not used
as they employ a private, for profit, inspection agency.
Customer, public input was obtained, solicited in the following manner:
1. The Analysis was reviewed with the Advisory Committee on Inspection Services during the
last two meetings, resulting in minor modifications.
2. The Analysis was placed for public review and comment on our Web Page. No response
was received from this venue.
3. The Division's May Newsletter included an article requesting input on the Suggested Fee
Increases. This Newsletter, which is e- mailed to contractors that have provided their e -mail
address to the Division, provided a link to this report that was placed on our Web Page. No
responses from contractors outside of the Advisory Committee were received.
4. The Winnebago Apartment Owner's Association was provided with a copy of the Fee
Analysis for their review and comment. Their president contacted me and advised several
members expressed concern with increasing fees in light of the present economy.
ANALYSIS
When analyzing permit fees, the Division of Inspection Services compares the present and
suggested fees to that of the communities identified earlier to keep our local fees in step with
these communities. Also taken into account are the effective dates of our neighbors' Fee
Structures. The Analysis will demonstrate one community has some fees that have not been
adjusted since the 1980's. The attached Permit Fee Analysis contains several tables /examples
demonstrating how the suggested increases will affect permit fees for various projects such as
new houses, apartment buildings, retail buildings and industrial buildings. These examples are
based on projects constructed using the present fee schedule.
The attached Analysis identifies the following suggested increases:
• $5 base fee increase in all permits.
• Implement a $25 Plan Review Fee for decks, garages and the like.
• $25 Plan Review increase for new 1&2 family houses.
• $25 Early Start Increase for new 1 &2 family houses.
• $0.50 increment increase for building & electric projects over $20,000 in value.
• $1 increment increase for Electric Permits between $500 - $1,000 in value.
• Reconfiguring the HVAC Permit increments (easier fee calculation, no increase.)
• $25 increase for Water Laterals, Sanitary Sewer & Storm Sewer Plumbing
Permits and implement a $10 increment fee when exceeding 100 feet in length.
• $1 per plumbing fixture increase for replacement fixtures and $3 increase for new
or relocated plumbing fixtures.
FISCAL IMPACT
The attached Permit Fee Analysis projects the suggested fee increases may generate an
additional $68,000 in revenue based on 2008 Permit activity. The actual increases generated will
be impacted by the amount and nature of permit activity experienced in 2010.
RECOMMENDATION
Adoption of the suggested increases is recommended with an effective date of January 1, 2010 to
allow the Inspection Services Division time to inform contractors of the changes and to allow
contractors to take the increases into account in their bidding practices.

RE: Permit Fee Analysis; Suggested Adjustments for 2010
The present fee structure went into effect July 1, 2006. Comparing our present fee structure to
those of Fond du Lac, Neenah and Appleton, it would seem appropriate to amend our fee
structures at this time. The following report suggests adjustments based upon comparison to
these communities. These cities were chosen for comparison because of their close proximity to
Oshkosh as well as similarities in size and construction activity. Menasha was not used as their
community employs an independent inspection firm and that firm determines their fees (which
are based upon what that company mandates to make a profit for the services performed.)
Customer, public input was obtained, solicited in the following manner:
1. The suggestions outlined in this report were discussed, reviewed with the Advisory
Committee on Inspection Services during our April 1, 2009 and July 1, 2009 meetings.
These discussions resulted in minor modifications.
2. This report was placed for public review and comment on our Web Page. A link to the
report titled "Input Sought on Suggested Permit Fee Increases" was placed at the top of this
Division's Web Page. No responses were received from this feature.
3. An article requesting input on the Suggested Fee Increases was published in our May, 2009

in our community. Attempts were made to focus on keeping the sum of permit fees for projects
competitive with the neighboring communities used for comparison.
Building Permit Fee Increase Suggestions
Please refer to Table 1 and 2 for direct comparisons of the present and suggested valuation fees to
those of our neighboring cities. Tables 6 -9 provides comparison of the suggested fees and
neighboring fees to the present fee schedule for various types of projects. The changes suggested
are as follows:
1. Increase the base fee from $25 to $30.
2. Increase the $351,000 fee for each $1,000 after $20,000 in value to $3.50/$1,000.
3. Add a $25 plan review fee for decks, detached garages /accessory structures and additions to these
structures.
4. Increase the 1 &2 Family Plan Review and Early Start Fees from $75 to $100.
HVAC Permit Fee Suggestions
Please refer to Table 1 and 3 for direct comparisons of the present and suggested valuation fees to
those of our neighboring cities. Tables 6 -9 provides comparison of the suggested fees and
neighboring fees to the present fee schedule for various types of projects.
1. Increase the base fee from $25 to $30.
2. Increase the $1.50 /$100 increment to $16/$1000 for values between $1,000 and $10,000.
(This equals a $1 increase per $1,000 value while making the fee schedule more user friendly,
easier to calculate.)
3. Change the $1.00 /$100 increment to $10 /$1,000 for values between $10,000 and $25,000.
(No increase, proposed fee is more user friendly, easier to calculate.)
4. Change the $0.501$100 increment to $51$1,000 for values over $25,000. (No increase,
proposed fee is more user friendly, easier to calculate.)
Electric Permit & License Fee Increase Suggestions
Please refer to Table 1 and 4 for direct comparisons of the present and suggested valuation fees to
those of our neighboring cities. Tables 6 -9 provides comparison of the suggested fees and
neighboring fees to the present fee schedule for various types of projects.
1. Increase the base fee from $25 to $30.
2. Increase the $7/$100 increment to $8/$100 for values between $500.01 and $1,000.
3. Increase the $3/$1,000 fee for each $1,000 after $20,000 in value to $3.50/$1,000.
Plumbing Permit Fee Increase Suggestions
Please refer to Table 1 and 5 for direct comparisons of the present and suggested valuation fees to
those of our neighboring cities. Tables 6 -9 provides comparison of the suggested fees and
neighboring fees to the present fee schedule for various types of projects.
1. Increase the base fee from $25 to $30.
2. Establish separate Fee Structures for New or Relocated Fixtures vs. Replacement Fixtures.
• Increase fixture fee for replacement fixtures from $7 to $8.
• Establish a Fixture Fee of $10 per fixture for New or Relocated Fixtures. Inspection
of new or modified installations is more involved than replacement.
• Add Private Fire Hydrants as a Fixture Fee as these are inspected for proper
installation, similar to plumbing fixtures.

3. Modify the Sanitary, Storm Sewer and Water Service fees to:
• $75 each for first 100 lineal feet plus
• $10 for each additional 100 lineal feet or fraction thereof.
PROJECTED REVENUE FROM SUGGESTED FEE INCREASES
Because some of the suggested increases are incremental and will affect each permit differently,
it is difficult to project the amount of increased revenue the City could anticipate from these
proposed increases. Additionally, the number of permits issued, the category of permits issued
and the value of the permits all have an effect on the revenues generated. The following is a
projection of the increased revenue the city may experience in 2010 based on 2008 permit
activity.
Base Fee Increases were projected based on 2008 Permit activity.
Incremental Increases are those increases charged per hundred or thousand dollars of value
(depending on the permit category.) These cannot be accurately projected without doing a permit
by permit analysis because differing valuations on each permit result in different fees. Projected
increases are provided where analogies can be drawn. Projections are based on 2008 permit
activity.

Summary
This projection is based upon an analysis of permits issued in 2008. The actual increase in
revenue will be subject to the overall number and valuation of permits issued.
If fee increases are pursued, it would be recommended to adopt Fee Revisions/Increases no later
than late this summer with an effective date of January 1, 2010. In the time period between
adoption and the effective date, this office would send a communication to all contractors who
have secured permits in the past 12 months informing them of the adopted increases and their
effective date. This lead -time would allow contractors time to incorporate the increases in their
bidding practices for 2010.
