Approval of bills presented by the Director of Finance.

Approval to the University of Wisconsin - Oshkosh to close Pearl Avenue, from Osceola Street
to the entrance of Parking Lot #13 on the UW -O campus, on Sunday, September 7, 2009, from
2:00 p.m. to 9:00 p.m., for their Rec Fest event, in accordance with the attached letter of
request.
SENIOR TRIATHLON BIKE EVENT
Approval to the Oshkosh Recreation Department and Oshkosh Seniors Center to utilize
Menominee Park and facilities on Saturday, September 19, 2009, from 9:00 a.m. to 12:00 noon,
for their Senior Triathlon Bike Event, in accordance with the attached letter of request.
DECIBEL DRAG RACE SHOW
Approval to the Exclusive Company to utilize the city's parking lot directly adjacent to 318
North Main Street on Saturday and Sunday, August 15 and 16, 2009, from 10:00 a.m. to 6:00
p.m., for their Decibel Drag Race Show event, in accordance with the attached letter of request.
LABOR DAY CELEBRATION & CAR SHOW
Approval to the Winnebago County Wisconsin Labor Council to utilize South Park and
facilities on Sunday, September 6, 2009, from 6:00 p.m. to 9:00 p.m., and on Monday,
September 7, 2009, from 8:00 a.m. 6:00 p.m., for their Labor Day Celebration and Car Show,
in accordance with the attached letter of request.
STUDENT MOVE -IN DAY
Approval to the University of Wisconsin - Oshkosh to change the traffic patterns on Elmwood
Avenue, between Algoma Boulevard and West Lincoln Avenue; West Lincoln Avenue,
between Elmwood Avenue and Cherry Street; Cherry Street, between West Lincoln Avenue
and West Irving Avenue; and Osceola Street, between Algoma Boulevard and High Avenue, on
Sunday and Monday, September 6 and 7, 2009, from 8:00 a.m. to 4:00 p.m., to accommodate
the student move -in, in accordance with the attached letter of request.
ST. JOHN NEUMANN CROSS COUNTRY MEET
Approval to Unified Catholic Schools of Oshkosh to utilize Rainbow Park and facilities on
Tuesday, September 15, 2009, from 3:00 p.m. to 6:00 p.m., for their middle school Cross
Country Meet, in accordance with the attached letter of request.
RACE THE LAKE
Approval to Midwest Sports Events to utilize County Highway A, Bowen Street, Murdock
Avenue, Menominee Drive, Hazel Street, Irving Avenue, Ceape Avenue, North Main Street,
South Main Street, and Highway #45 on Sunday, August 16, 2009, from 6:15 a.m. to 8:15
a.m., for the Race the Lake event, in accordance with the attached letter of request.

Dear Mr. Rohloff:
On Sunday, September 7, 2009, the University of Wisconsin Oshkosh Student Rec and Wellness
Center will be holding an event to welcome back students to campus. Rec Fest will take place
from 5:30- 8:00pm with many activities such as volleyball, a soccer shoot -out, pony hop races,
music, free food and prizes.
To keep this event connected to the Student Rec and Wellness Center and not have to spread into
the mall area of campus, we would like to close Pearl Avenue from Osceola Street to the
entrance of parking Lot 13 on campus. Since there will be some set up involved, we are
requesting that the time of closure begin at 2:00pm. This will allow us to take some of the
activities onto the street and utilize the area in front of our building.

Dear Mr. Stephany:
This letter is to inform you that the Oshkosh Recreation Department, in conjunction with the
Oshkosh Seniors Center has reserved Shelter #3 at Menominee Park for a Senior Triathlon Bike
event on Saturday, September 19, 2009. The event will take place from approximately 9:00am
until 12:00pm. The shelter will be used as the main event location. The shelter has been reserved
with Trish Wendorf at the City Parks Department office.
The area of the park that we will be using includes the trails throughout the park, around the zoo
and Kiwanis Shelter. We will be in contact with the Oshkosh Police Department regarding this
event and any traffic concerns they may have once we know the number of participants
registered.

On August 15 and Au sgu t 16 , The Exclusive Company will be hosting our fourth
annual Decibel Drag Race Show to showcase a huge sale of car stereos and a stereo
sound competition.
We request use of the city parking lot directly adjacent to The Exclusive Company's
retail store at 318 N Main Street. We would use the lot for this show only on
Saturday and Sunday, August 15 and August 16, starting at 10AM and have everyone
cleared out by 6PM.
This event will be similar to our successful DB Drag Race events the last three years at
The Exclusive Company for which we used the same parking lot. We will once again
have live DJs as well as food & beverages (no alcohol).
Thank you for consideration in The Exclusive Company's use of the parking lot for this
event, as well as your continued support of The Exclusive Company and downtown
Oshkosh.

Dear Mr. Rohloff,
On behalf of the Winnebago County Wisconsin Labor Council I would like to reserve South Park and its facilities
for our annual Labor Day Celebration and Car Show on Labor Day, Monday, September 7, 2009.
Our Labor Day Celebration is an event that is open to the community. We will again be serving food and drinks,
and the proper city permits will be obtained. Live music will also be a part of our entertainment.
We will need the large park pavilion for set up the night of September 6, 2009, from 6:00 to 9:00, and the park from
8:00 a.m. to 6:00 pm. on Labor Day, September 7, 2009.
Thank you for your consideration of our request. We hope that you and the members of the Oshkosh Common
Council will be able to attend our celebration.

I am writing in regards to the student move in for the 2009 -2010 school year at UW Oshkosh. Freshman
will move in on Sunday, September 6, 2009 and the remaining students will move in on Monday,
September 7, 2009. As in years past, we are requesting permission to change the following streets to one-
way streets to assist with the move in:
Elmwood Ave. between Algoma Blvd. and West Lincoln Ave., with traffic flow south to north.
West Lincoln Ave. between Elmwood Ave. and Cherry St., with traffic flow west to east.
Cherry St. between West Lincoln Ave. and West Irving Ave., with traffic flow north to south.
Osceola St. between Algoma Blvd. and High Ave., with traffic flow north to south.
The changes would be in effect from 8:OOAM to 4:OOPM each day. Street barricades and signs will be used
to inform motorist of the changes. Student parking attendants will also man major intersections.

My name is John Cleaver and I'm the athletics director for Unified Catholic Schools of Oshkosh.
Our middle school, St. John Neumann participates in the sport of Cross Country with the other
Oshkosh Area School District (OASD) middle schools. We are scheduled by OASD to host a
cross - country meet on 9/15 at 3:45 pm and would like to use general green space of Rainbow
Park as our facility to host this meet. Between coaches, athletes and spectators, there should be
anywhere between 150 -250 people but this range is an estimate only. We'll have around 100
athletes and coaches but its difficult to predict the number of spectators since many parents work
while others can get off to come and watch. The meet should last until 5:30 or so.
We enjoy the usage Rainbow Park because it has at least one shelter in case of inclement
weather, there is enough land to fully map out a middle school length course and it is one of the
very few in number areas left in the city of Oshkosh that one of the other middle schools does
not already host a meet on when it is their turn.
If approved by the city, we will also solicit the help of the Oshkosh auxiliary police to help
monitor traffic on Rainbow Dr. and Veterans Trail. All correspondence can be directed towards

"RACE THE LAKE" Bike event
The 2 annual one -of -a -kind 90 mile bike event "Race the Lake" is taking place on Sunday, August
16th, 2008. This multi -city, multi - county timed bike race travels along the Lake Winnebago shoreline;
starting and finishing in Fond du Lac, Wisconsin. Lake Winnebago is the second largest inland body of
water in the United States and the most popular lake in Wisconsin. We have been working with the
Bureau of Tourism to promote the tourism economy throughout the communities that surround the lake.
We have worked well in the past with the Oshkosh Police Officers. The cyclists are through the
community of Oshkosh very quickly as this is the first part of the bike. We have the intersections
controlled by Police and Volunteers which we work out ahead of time. The cyclists will be through
Oshkosh between 6:15am and 8:15am . Enclosed is the route and predicted times.
I apologize for the late notice but did not realize there was a formal,request that needed to be submitted
as we do not staff or finish in Oshkosh. Being aware now, I will submit my request much earlier.
