BLOCK PARTY Approval to the residents of Graber Street to close Graber Street, from Murdock Avenue to Cliffview Drive, on Saturday, August 29, 2009, from 4:00 p.m. to 10:00 p.m., for their neighborhood block party, in accordance with their recently submitted Block Party Request Form. BLOCK PARTY Approval to the residents of Congress Avenue to close Congress Avenue, from Elmwood Avenue to Spruce Street, on Sunday, September 20, 2009, from 12:00 p.m. to 7:00 p.m., for their neighborhood block party, in accordance with their recently submitted Block Party Request Form. BLOCK PARTY Approval to the residents of Evans Street to close Evans Street, from Irving Avenue to Lincoln Avenue, on Saturday, August 22, 2009, from 12:00 noon to 10:00 p.m., for their neighborhood block party, in accordance with their recently submitted Block Party Request Form. TOUR DE TITAN Approval to the University of Wisconsin - Oshkosh to utilize Pearl Avenue, Rockwell Avenue, High Avenue, North and South Main Street, 9 th Avenue, Koeller Street, Witzel Avenue, Wisconsin Street and Josslyn Street on Saturday, October 17, 2009, from 10:00 a.m. to 12:00 p.m., for their Tour de Titan bike ride, in accordance with the attached letter of request. POLAR PLUNGE Approval to Special Olympics Wisconsin -Fox Valley Area to utilize Menominee Park, Millers Bay and facilities from Wednesday through Saturday, February 17 through February 20, 2010, from 10:00 a. m. to 5:30 p.m. each day, for their IO Annual Polar Plunge, in accordance with the attached letter of request. BLOCK PARTY REQUEST FORM FOR STREET CLOSURE The purpose of a BLOCK PARTY is to provide social interaction among block residents in order to strengthen a neighborhood. Closing of a street for such a party should not adversely impact any of the street's residents. The timeframe for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m., must be affirmed by the Oshkosh Common Council, and be based upon a recommendation from the City Manager. This form should be filled out completely and returned to the City Manager's Office in time for appropriate action by the City Council. 1. Box 1130 Oshkosh, WI 54903 -1130 Dear Mr. Rohloff, TM I am writing to request city services for an event to be held on Saturday, October 17, 2009 in conjunction with the University of Wisconsin Oshkosh's Homecoming celebration. A new Tour de Titan bike ride open to the community will replace the University's traditional Homecoming parade. We are envisioning an approximately 60 minute ride through the city in two by two formation departing at 10 a.m. from the UW Oshkosh Student Recreation and Wellness Center (SRWC) and ending at our Tent City pregame festival, south of the Oshkosh Sports Complex on Josslyn Street. We want to ensure a safe and successful event which is why we are requesting city assistance. Tour de Titan organizers believe the purpose of the ride ties nicely to results of the Oshkosh vision survey, specifically the fact that the majority of participants indicated they want to see the creation of a more bicycle - friendly Oshkosh, adopt initiatives that promote healthy choices for residents and pursue sustainability efforts. Sincerely Christine Gantner Director of Alumni Relations We are tentatively considering the following bike route departing from the UW Oshkosh Student Recreation and Wellness Center: Pearl to Rockwell to High to Main to 9th to Koeller to Witzel to Wisconsin to Pearl (stopping at the SRWC to pick up families and novice riders) and then Pearl to Wisconsin to Witzel to Josslyn ending at Tent City, our Homecoming pregame celebration. We are not envisioning that any streets would need to be closed but rather will potentially need police escorts (perhaps police bicycle fleet). Special Olympics was thrilled to hold the 2009 Polar Plunge at Menominee Park. The event was a huge success and raised $275,000.00 for Special Olympics Wisconsin — Fox Valley Area. Over 1600 individuals took the Polar Plunge, an increase of over 500 Plungers from 2008. The event continues to grow and Menominee Park proved to be the perfect location to accommodate the layout of the event. The Polar Plunge will celebrate its 10` anniversary in 2010 and Special Olympics plans to celebrate by adding a larger family entertainment tent with more focus on new activities for children and families. Set -up for the event would begin on Wednesday, February 17` with 4 -5 tents to be set up of various sizes. On Friday, February 19` the event would be open from 10:00 AM -5:30 PM for pre- registration. The City of Oshkosh Police Department provides overnight on -site security for event on the night of February 18` & 19` On Saturday, February 20` event registration begins at 10:00 AM, with the Polar Plunge taking place between 12:00 PM — 3:00 PM. The event concludes at approximately 3:30 PM. Special Olympics would be requesting a Class B beer license from the City of Oshkosh as well as a permit for food sales. In addition to the "plunging ", the event features live entertainment by RPM from 11:30 AM -2:30 PM as well as a family entertainment area with inflatable bounce houses and carnival games for children. There is no admission to the event for spectators. The event planning committee is made up of Special Olympics staff as well as law enforcement officers from Oshkosh and the Fox Valley Area who volunteer to help plan and execute the event.
