Koeller Street Oshkosh, WI 54904 Re: Letter of Intent We, The Comfort Suites of Oshkosh, formally submit our application for one of the available class B liquor licenses that have recently been made available. Our hotel opened in September of 2008. We currently employ approximately 25 people on a full or part -time basis. Our other properties in Oshkosh include the Americlnn and The Hawthorn Inn and Suites. The Comfort Suites has 72 guest suites, 8 of which are extended stay rooms complete with Kitchens, etc. The facility has a board room that holds 12 —14 people as well as a conference room that has a capacity of approximately 100 people. This conference room adjoins our multi - functional room that has the capacity for 60 guests and that has a fireplace /seating and a constructed full - service capable bar area. These rooms are used by various business organizations that are visiting Oshkosh as well as business groups that call Oshkosh home. In the construction of our hotel we envisioned the capability of securing a class B liquor license to become a "full- service hotel ". This allows our hotel to market itself as such and become able in attracting regional business in the form of conventions, weddings, meetings and various other catering functions. In closing we feel that we have been patient on the waiting list for available licenses. When the last class B license was made available we came in third on voting by the City Council. The two that finished ahead of us on the vote (Sweetwater and Carlson /McKnight) I believe have secured licenses. Our contention is that we had we come to the city and the council and made a case for the license before we started building, and as a condition of the hotel, I am confident we would have been granted the license. Another concern is that by recent developments three liquor licenses that had been held by the hospitality industry have been transferred (the Pioneer Inn, Howard Johnsons and The Ramada) to other entities. It is our contention that this past balance of licensing between taverns /bars, restaurants and the hotels be maintained. We sincerely hope that with our strong commitments to the city of Oshkosh we will be awarded one of the two available licenses. The restaurant will be approximately 4000 square feet located on the corner of Pearl Ave. and Jackson St. We will be a full service facility serving people until 1:30AM on the weekends, and until 12:30AM every other day of the week. That concludes the boring part of this letter. We plan to bring new life to Oshkosh in a very exciting fashion. This restaurant will be unique in many ways. One highlight will be our Mafia Booth capable of sitting up to eighteen people around a ten foot round table. We are planning to incorporate the city's fine history into all facets of our establishment. We are going to have an old world atmosphere, bringing back the feel of the early 1900's Oshkosh. We intend to incorporate live music on the weekends. Outside dining will be available in the warmer months. Our goal is to provide alcohol in moderation to accompany the customer's food. We will obey all guidelines set by the city and state that pertain to having and serving alcohol. It will be a place where the citizens of Oshkosh can come and enjoy great food, and hopefully, a great drink. I plan to be a place that passes beyond whispers from person to person. I plan to be a destination to draw people from surrounding areas and beyond to enjoy our wonderful city. I strive to be the absolute best that I can be. I have overcome many obstacles in life, and have even been knocked down from time to time. I do not fear failure; the greatest people of our time have failed. What made them great was the ability to get back up. Even though we are struggling as a society, it does not mean we have to struggle to be social. As I said before, people are still smiling in Oshkosh. I know there are many people on your list who have been waiting patiently long before I have. I will never say that I deserve it more than they do, but I will say that I will bring all of the passion and respect I have to the table. I have always believed that nothing comes to those who sit around and wait, but only to those -who actively pursue their dreams. So here I am, simply asking the same question as those before me. Specializing in Historic Building Restoration July 8, 2009 Fox River Development Co. 404 North Main Street Oshkosh, WI 54901 Dear Council Members, Fox River Development Co. is applying for a liquor license for 404 North Main Street, better known as the "First National Building." The building has generated vast interest since the filming and release of the movie "Public Enemies ". I believe that this interest, if promoted properly, can have a lasting impact on Oshkosh's downtown for years to come. The "First National building" would be an excellent venue for a downtown "Martini Bar". This will help to bring business people, as well as tourists to the downtown to begin their night of entertainment at a potentially "upscale" drinking establishment. The marketing and promotion of this business will initially focus on the curiosity and intrigue generated by "Public Enemies," there will be a 1930's theme throughout the atrium and bar area. I am of the opinion that for the Oshkosh downtown to really develop economically it has to become an entertainment destination. With the recent publicity the downtown and in particular the "First National Building" has received, this potential establishment could be another great step in making that happen. This needs to happen sooner than later, the "martini bar ", should be up and running as soon as possible to keep the momentum going. I am also interested in promoting the beautiful and ornate atrium area as a venue for banquets, wedding receptions, and etc. We currently have as a tenant, "WHG Companies" which offers 2 unique catering options for these types of functions. This would again bring revenue (people) to the downtown. A liquor license would be essential for the success of this endeavor. Perhaps the biggest benefit to the downtown and Fox River Development Company would be the potential for our company and the downtown to gain office tenants. I believe that even marginal success, although I believe it would be a huge hit, of the "Speak Easy Spirits and Martini bar" would help us and the downtown to gain more office tenants and thus increase revenue in the downtown in general. We currently have over 15,000 sq. ft. of office space available with rates that are as competitive as anywhere in the fox valley. I believe we would employ 6 — 8 part or fulltime people. The build out costs for this project would not be substantial as most of the decor and amenities already exist in the atrium area. The main cost would be in building a 1930's style mahogany bar and back bar. To accommodate the bar area part of the atrium would be restored back to its original 404 N. Main Street a Suite 104 * Oshkosh, Wisconsin 54901 e 920.235.7784 • Fax 920.235.7785 configuration, customers would have to walk under a large archway which would be open to the atrium to enter the bar. A sound engineer would also be necessary to make adjustments to improve the acoustics of the atrium. Currently Scott Matula of "Aspire Architecture and Design' is developing drawings for the project. This would be something unique for downtown Oshkosh. Maybe a "big city" idea like this is what the downtown needs. Thank you for your time and consideration. McKnight & Carlson "B" License Aualication Request I, John Carlson, representing McKnight & Carlson Wines have put our name in for consideration to receive a Class B license from the City of Oshkosh. We have moved our retail location from 17 W 6th St in Oshkosh to 448 N. Main St. and also have another location at 1350 W College Ave. Appleton. We hope to obtain the license and then begin the renovation process on the inte- rior and exterior of the front portion of 448 Main St.. We have completed renova- tions to the rear portion and are currently open for business. The rear portion, known as Suite 200, is the new location of McKnight & Carlson Wines, which includes wine sales, gourmet foods, gifts and accessories. The other storefront, the portion facing Main St. we hope, will be the new home of McKnight & Carlson Wine Bar and Cafe,, a casual dining establishment with full bar ser- vice and an extensive wine by the glass list. - We have been in Oshkosh for over 30 years, and have seen the many changing faces of this city and of Main St. in particular. We truly believe in the strength of downtown and strongly feel that by renovating two storefi-onts, one being retail and the other a wine bar/restaurant, we are providing the downtown area with something it is currently lacking. We feel that with the re - designed Main St., completed in 2010, the monthly Gallery Walks, the Foundation Fagade pro- gram , renovated Convention Center, etc downtown will once again be the vi- able, thriving heart of Oshkosh, that it was meant to be.. We would love to be apart of all of that, and are extremely committed to this city and to this project and feel that if given the chance, we would truly be an asset to Downtown Oshkosh.. A national chain salon that targets men between 27 and 40, have researched that the free beer and wine is a part of the nouveau salon experience for attracting new male clientele. To stay competitive with other destination SalonlSpa in Wisconsin it is a must to have the ability to serve these complimentary alcohol beverages for customers to want to travel to Oshkosh for their leisure and experience a day spa service from us. This will boost business for area hotels, shopping in the downtown business, increase parking revenues! If customers begin their vacation with us enjoying their service and experience it can lead to increased stays and frequent visits. More revenue can be captured at area restaurants, shopping centers, etc. Salon Mode' & Daydreams Spa has taken steps to obtain our Malt Beverage license, we are requesting a full liquor license to stay competitive in this area, and to continue to grow our business. Salon Mode' & Daydreams Spa has 4 licensed bartenders on staff at this time. We have put in place the necessary equipment such as commercial dishwasher to meet the City of Oshkosh's guidelines. There's a one -drink limit, and the cocktails are served to only guest of legal age.
