Summary of June 3 2009 Meeting
Present: Ryan Olson, Jeff Rasmussen, Jason Geffers, Tom Karrels, Del Tritt, Deb
Lederhaus, Tony Cook Dan Shea, Kris Villars
Staff Allyn Dannhoff, Andrew Prickett, Paul Spiegel, Adam Krause
Absent: Erik Forsgren, Tony Litj ens
Meeting commenced at approximately 2:00 PM with a brief review of the previous meeting.
The committee reviewed a summary of identified code issues to address that have been identified
to date. The review of this summary resulted in more discussion on a few of the topics and a
couple more issues were added to this summary. (A copy of the updated summary will be
provided at the July meeting.) The items added to the summary included:
Changing the name of the Minimum Housing Code to better reflect it is a Rental
Housing Code.
Require GFCI outlet protection in basements of Rental Housing.
There was additional discussion regarding the proposal to require Storm Windows if
thermal /double glazed windows were not provided. Discussion on this topic included:
Costs to landlords
Possibly increasing costs to tenants /maintaining affordable housing.
Proposed requirement would be in step with the State Rental Weatherization Code
requirements.
The Committee then commenced a review of the City's Building (ch. 7), Electric (ch. 11), and
Plumbing (ch. 20) codes. This review identified the following issues to address:
Update various exceptions to the State UDC in section 7 -34 to reflect current
UDC standards.
Research various sections of Chapter 11 to determine their application and need.
Discussion regarding 20 -4(F), Sealing of Sewers ensued. Discussion took place
regarding Public Works desire to require certain material types of sewers and
deteriorated sewers to be abandoned at the main when buildings are razed.
Meeting adjourned at 3:30 pm. (The July meeting will include a review of other Communities'
approaches on Codes applicable to pre -State Uniform Dwelling Structures.)
